Overview:
ORNL is investing in our nuclear facilities to ensure the directorate goals are met and strategies are executed. To support and protect our assets we are hiring a Nuclear Facilities Materials Management Specialist to help manage division’s supply chain including procurement, contracts management, materials management, and warehousing processes. A successful candidate in this technical role will utilize specialized knowledge in procurement, materials management, warehousing, and Maintenance, Repair, and Operations (MRO) functions to help drive efficiency and reliability into the asset management programs.
Major Duties and Responsibilities:
Procurement:
- Manage Nonreactor Nuclear Facilities Division (NNFD) Request for Quote (RFQ) process, P-Card process, Purchase Requisitions, and all Ariba Catalog purchase orders.
- Support Isotope Processing and Manufacturing Division (IPMD) and Radioisotope Science and Technology Division (RSTD) staff with procurement requests.
- Lead Maintenance, Repair, and Operations (MRO) supply chain efforts supporting Asset Management’s activities to maintain nuclear and facilities and associated equipment.
- Manage procurement of Safety Class, Safety Significant, Defense-In-Depth and quality Significant items/equipment.
- Review/Interpret Engineering specifications and procurement documentation.
- Act as Technical Project Officer (TPO) for NNFD.
- Serve as Spare Part Inventory Control Officer for NNFD.
- Manage return/repair process.
- Initiate processes such as NCR’s and USQD to resolve quality issues.
- Work independently and serve as a liaison between management, customers, accounts payable, engineering, procurement, and vendors to assure the quality and availability of inventory.
- Compose specification documentation: Statement of Work, Sole Source Justification, Foreign Purchase Determination, etc.
- Communicate with technical staff to define/clarify the nature and function of equipment/hardware to be purchased.
- Track and communicate status of procurements from specifications to final delivery.
- Work with Contracts Division to establish appropriate contract type and ensure compliance with commercial, legal, and contractual obligations.
- Approve invoices for materials/services received.
- Surveillance of supplier performance and take actions to resolve issues.
- Evaluate and manage Material Requirements Planning (MRP) to establish reorder points and ensure proper inventory levels while balancing material demand and lead time.
- Provide updated weekly status report of all outstanding Purchase Requisitions and Purchase Orders.
Materials Management:
- Responsible for establishing new inventory items records, editing existing records, and deactivating records by managing the inventory and storage of safety related equipment and materials for NNFD.
- Complete receipt of inspections for materials received.
- Enter and label all items being stored. .
- Manage issue/return tickets for items being removed/returned, to/from inventory.
- Manage Repeat Inspection Plan process inventoried items.
- Monitor inventory levels and replenish inventory as needed using appropriate procurement processes.
Warehouse Management:
- Responsible for Buildings 7936, 7990, and 3025E storage areas.
- Control access to locked/caged storage areas.
- Ensure NQA-1 compliance.
- Manage ACTS items for storage areas.
- Manage warehouse door access in Door Access Management System.
- Lead 5S efforts in responsible building storage areas.
Contracts Management:
- Manage all external contracts for NNFD.
- Oversee Lab-Wide BOA process for NNFD.
- Manage/Verify PALS entries and timesheets for all NNFD subcontract employees.
- Approve subcontractor invoices for NNFD.
Basic Qualifications:
- Bachelor’s degree with a minimum of 5 years relevant experience. Equivalent education and experience will be considered.
- Direct experience in procurement/materials management/warehousing/MRO functions.
- Experience utilizing ERP software such as SAP, Oracle, NetSuite, etc.
Preferred Qualifications:
- Recognized industry certification such as CPIM, CSCP, RMIC
- Working knowledge of Nuclear Quality Assurance (NQA-1), ASME certification is beneficial
- Experience in maintaining assets in a nuclear facility and familiarity with Directive DOE G 433.1-1
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory
- Ability to function well in research environment and production environments, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
