Overview:
The Oak Ridge National Laboratory (ORNL) is a U.S. Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. The ORNL nuclear mission portfolio integrates a diverse array of Hazard Category 2 and 3 nuclear facilities, High Flux Isotope Reactor, Radiological Facilities, and designated user facilities to serve the national and international scientific communities.
We are seeking a Director for the Nuclear Facility Safety Division (NFSD) to direct the operational and organizational priorities of a multidisciplinary team responsible for the Nuclear and Criticality Safety Program Management System, safety basis document development and maintenance, nuclear facility safety analyses, criticality safety analyses, support the integration of safety basis design integration during design and construction of nonreactor nuclear facilities, and readiness confirmation for the review and approval of the start-up and restart of facilities, operations, or activities. The NFSD Director provides technical leadership and advice to ORNL senior leadership and research and operations staff for evaluating enterprise levels of risk to nuclear mission-critical entities.
This position reports to the Director for the Environment, Safety, Health, and Quality Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:
- Authorized by the company to interpret regulatory standards and form policy with regard to safe operation of nuclear facilities and associated onsite/offsite activities within the framework of Department of Energy expectations.
- Responsible for ensuring the highest quality and technical integrity of nuclear safety basis documentation and nuclear criticality safety analyses
- Develops and executes business/resource plans that deliver a sound effective organizational strategy to meet a changing regulatory environment and nuclear mission growth
- Regularly collaborates with Lab-wide nuclear safety leadership on emerging nuclear safety issues
- Administers a framework of continuous improvement that includes independent and self-assessment to identify potential opportunities to improve the quality of nuclear safety performance
- Execute line management responsibilities including supervision of managers and staff, operating within the allocated budget, business plan preparation, salary planning, staff recruitment and development, employee relations, and performance management.
Basic Qualifications:
- A Bachelor of Science degree in Nuclear Engineering, engineering, or a related discipline
- A minimum of 12 years of nuclear operations experience
- A minimum of 5 years of line management experience leading a business unit or team of nuclear safety professionals
- Non-DOE nuclear industry experience will be considered
Preferred Qualifications:
- Master of Science degree in Nuclear Engineering, engineering, or related technical field
- Experience working in a research and development environment (i.e., DOE National Laboratory) with hot cell facilities, transuranics, and non-typical isotopes
- Previous experience developing corporate level policies and strategies
- Excellent communication skills and experience preparing briefings to regulators and senior management
Special Requirements:
- HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
