The Nuclear Quality Representative (NQR) works with customers and other quality professionals to develop quality philosophy, tools and techniques, quality management systems, project/process improvements, strategic planning and performance metrics, and other quality-related initiatives to support nuclear operations.

 

Job Duties and Responsibilities:

• Provide supplier oversight and inspection of fabricated items and assemblies to ensure conformance with established performance criteria, including NQA-1.

- Source inspections.

- Witness NDE of critical parts and assemblies.

• Assemble and assess fabrication and testing documentation to determine certification-for-use.

• Perform vendor evaluations and serve as Lead auditor.

• Review procurement specifications, design specifications, fabrication procedures, maintenance work packages, and other documents for incorporation of appropriate quality controls.

• Conduct material receiving inspection and commercial grade dedication on safety related and non-safety related materials.

• Assist in implementation of nonconformance processing.

• Assist in the development of fabrication and inspection plans and establishment of quality hold points.

• Provides quality tools for various tasks, projects, procurements and work evolutions.

• Provides quality planning assistance on various tasks, projects, procurements, work evolutions; provides assessments of work in progress, including document reviews against specifications.

• Identifies and/or solves problems, assessing needs to achieve desired business results.

• Develops project plans, checklists, procedures and guidance for efficient and effective deployment of management systems and organizations supported.

• Continually searches out new technologies and techniques to improve design, workflow, and optimization of processes and performance management functions.

• Operates and communicates effectively and efficiently with all levels of management on quality issues.

• Establishes relationships and works effectively with both external and internal customers to meet goals and assess customer satisfaction.

• Identifies and understands customer needs while influencing the prioritization and development of quality initiatives.

• Builds and develops strong relationships with peers and others to exchange feedback on issues or concerns.

 

Qualifications Required: A Bachelor’s Degree in science, engineering, or a related field with five to ten years of nuclear-related experience, or an equivalent combination of education and experience, is required. Exceptional teamwork and statistical skills, with attention to detail and precision, are required attributes. Ability to read and interpret drawings. Position may require some level of travel. Must be able to qualify as radiological worker. The position requires strong computer, organizational, verbal and written communication skills, with the ability to multi-task. Strong analytical skills; project management; customer service experience; and the ability to interpret, communicate, and implement complex instructions are necessary. Experience in providing oversight and inspection of fabricated items and assemblies is required. A working knowledge of recognized Quality Standards such as NQA-1 and quality concepts is required. The incumbent must maintain certifications and qualifications as required. This position requires the ability to obtain and maintain a DOE clearance.

 

Qualifications Desired: Knowledge and experience in validating implementation of quality, fabrication, and testing requirements for components used for nuclear applications is highly desirable.  Specific ESH&Q knowledge of nuclear and radiological requirements is highly desirable. Lead Auditor or assessor experience, proven decision-making skills, are desired, and a demonstrated track record of investigation analysis and problem solving are also desired.

Work Direction and Interfaces:  Matrixed support for the Nonreactor Nuclear Facilities Division

Measures of Effectiveness:  Completion of established project and operational QA milestones; development of plans, procedures, and other QA documentation; fabrication, testing, and work package reviews; assessment and analysis; problem identification and corrective action completion.
