Overview: 

The Performance Analysis & Quality Division at Oak Ridge National Laboratory (ORNL) is seeking a Temporary Nuclear R&D Quality Control Representative.  This position will support nuclear and non-nuclear R&D organizations, projects, programs, and related technical activities within the Fusion and Fission Energy and Science Directorate.  This position is responsible for providing support services by proactively deploying Laboratory policies, procedures, quality tools, and quality methodology in line organizations that meet customers' requirements and needs and achieve reliable and effective results supporting the customer's mission.  This position includes duties for verifying the achievement of quality requirements for both nuclear and non-nuclear operational processes and programs.

 

Major Duties/Responsibilities: 

  • Provides quality planning guidance on pre- and post- procurement processes associated with supplier-provided items, equipment, and services to ensure conformance with established performance criteria and quality standards. 
  • Provides inspection support of procured items for the Material Plasma Exposure Experiment (MPEX), including on-site oversight and inspections to verify compliance with procurement specifications, design specifications/drawings, and assembly fabrication processes and procedures.
    • Conducts material receiving inspection for both nuclear safety related and non-safety related materials and items at the manufacturer’s facility, at the storage facility, and at the MPEX.
    • Witnesses maintenance and operations activities conducted at the MPEX, as needed.
    • Conducts source inspections.
    • Witnesses NDE of critical parts and assemblies.
  • Reviews procurement orders, requisitions, product specifications, design specifications, and other documents for incorporation of appropriate quality controls for supplier-provided items, utilizing the Laboratory Quality Significant Review process.
  • Performs supplier evaluations and surveillances in support of acceptance testing.
  • Reviews, supports development of, and determines the sufficiency of fabrication and inspection plans and establishment of quality hold points.
  • Verifies and ensures incorporation and implementation of the QA requirements into manufacturing travelers.
  • Assembles and evaluates fabrication and testing documentation to determine certification-for-use.
  • Initiates Nonconformance Reports to thoroughly describe conditions that fail to satisfy design and procurement requirements; assists in the evaluation of nonconformance dispositions.
  • Applies and removes status indicators (e.g., hold tags, reject tags, conditional release tags, etc.) and update the status indicator log to assure the acceptance status is accurately maintained and tracked.
  • Assists in the development of effective corrective actions to ensure that problems and issues are initially addressed and preclude recurrence using the ORNL Assessments and Commitments Tracking System.
  • Identifies and understands customer needs while influencing the prioritization and development of quality initiatives.
  • Establishes relationships and works effectively with both external and internal customers to meet goals and assess customer satisfaction.
  • Assists in the management determination of need for development of technical guidelines, procedures, and related work controlling documents.
  • Develops project quality plans, checklists, procedures and guidance for efficient and effective deployment of all management systems necessary for satisfactory quality program implementation.
  • Builds and develops strong relationships with peers and others to exchange feedback on issues or concerns; provides back up for quality peers within the Directorate.

 

Basic Qualifications:

  • A Bachelor’s Degree in science, engineering, or a related field.
  • A minimum of five years of experience in Quality Assurance or related discipline.  An equivalent combination of education and experience may be considered.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • A working knowledge and previous experience utilizing recognized quality standards including ASME NQA-1, ISO 9001, 10 CFR 50 Appendix B is required.
  • Ability to read and interpret drawings.
  • May require some level of travel.
  • Knowledge and experience in validating implementation of quality, fabrication, and testing requirements for components used for nuclear applications is highly desirable.
  • Specific ESH&Q knowledge of nuclear and radiological requirements is highly desirable.
  • Auditor or assessor experience, proven decision-making skills, and a demonstrated track record of investigation analysis and problem solving.
  • A working knowledge of ASTM and ASME standards/codes.
  • Experience in weld inspection and nondestructive examination.
  • Attention to detail and precision.
  • Knowledge and previous experience in leading quality assurance efforts in support of technical activities in a predominantly R&D setting to meet various quality standards in a graded fashion. 
  • Demonstrated ability to write well and convey QA subject clarity to highly trained and educated R&D technical management and staff. 
  • The position requires strong computer, organizational, verbal and written communication skills with the ability to multi-task.
  • Strong analytical skills; project management; customer service experience; and the ability to interpret, communicate, and implement complex instructions are necessary. 

 

This position is a temporary 24-month, full-time assignment, contingent on successful performance and continued funding.
