Overview: 

The Nuclear Safety and Experiment Analysis (NSEA) Group within the Research Reactors Division (RRD), Neutron Sciences Directorate (NScD) seeks applications for the Nuclear Safety & Reactor Analysis lead position at the High Flux Isotope Reactor. This position reports to the Nuclear Safety and Experiment Analysis Group Leader.  We are seeking a leader who is comfortable working in a team environment, with collaboration at all levels, disciplines, and diverse cultural backgrounds both inside and outside the organization.
 

Major Duties and Responsibilities:

  • Leads and supervises the Nuclear Safety & Reactor Analysis team in support of the RRD/HFIR mission
  • Preparation and maintenance of the HFIR Safety Analysis Report (SAR), HFIR Technical Safety Requirements (TSRs), and the HFIR Cold Neutron Source Documented Safety Analysis (CS DSA)
  • Preparation and maintenance of the HFIR safety documents such as the HFIR Safety Related Equipment List, the HFIR Hazards Analysis, and the HFIR Beyond Design Basis Event Enhanced Evaluation
  • Ensures technical compliance with 10CFR830 Subparts A and B, affecting reactor safety, through implementation of ORNL Standards Based Management System (SBMS) and RRD procedures
  • Assists other RRD groups with the resources necessary to comply with nuclear safety requirements relative to their respective functions, disciplines and responsibilities
  • Collaborates with the Safety Basis Authority, the Experiments and R&D ProgramsLead, and others within RRD (e.g., Operations, Systems Engineering) to ensure safe reactor operations within the DOE approved safety envelope
  • Oversees the implementation of the HFIR vessel life extension program, including providing the analytical support necessary to ensure continued safe operation of the HFIR vessel
  • Ensures the application of the USQ process per ORNL SBMS and RRD procedures
  • Acts as the designate of the RRD Nuclear Facility Manager (NFM), as necessary, for the approval of HFIR USQDs/USQDSWs per ORNL SBMS
  • Develops and maintains capability for safety analysis modeling codes (e.g. ATHENA, BLASTFX, MCNP, MELCOR, MACCS2, ORIGEN, RELAP5), staying current with developments in research reactor safety analysis efforts
  • Provides technical analyses services, including safety analysis, as needed
  • Ensures adherence to the rules and regulations that govern the operation of a DOE nuclear facility
  • Ensures compliance with environment, safety, health and quality program requirements
  • Communicates regularly with U.S. Department of Energy regulators and other stakeholders.

Basic Qualifications:

  • Bachelors degree in an engineering discipline, engineering physics, or a related technical field plus 10 years of relevant experience.
  • Experience managing, motivating and leading professionals.
  • Excellent communication skills including verbal, presentation, and writing skills.
  • The ability to plan, organize, and execute initiatives relying on both direct and matrixed staff.
  • Experience leading projects and an understanding of project management fundamentals.

 

Preferred Qualifications:

  • Master's Degree in an engineering discipline or related field.
  • Experience performing or leading nuclear safety analysis at a DOE reactor facility
  • Familiarity with one or more modeling and simulation tools or analytical calculations in support for safe operation of a reactor.


Other Job Requirements:

This position requires the ability to obtain and maintain a DOE “L” clearance.

 

This position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.
