Operations Support - Work Control and Facility Management

The position will work as a part of an integrated team that has responsibility for ES&H oversight activities and facility management tasks associated with work control and facility operations in support of science and engineering activities. Additionally, this position will provide operational support to directorate staff to maintain compliance with all applicable Federal and State laws, DOE Orders, and ORNL policies and procedures regarding safety and environmental protection. This position is located in the Energy Science and Technology Operations Support Group and will support the R&D divisions in this directorate.


Major Duties/Responsibilities:

- Serve as a Division work control point-of-contact (POC) for research safety summaries (RSS). In so doing, coordinates the RSS reviews to ensure sufficient peer and SME review and to ensure all RSSs are approved and authorized within the proper timeframe.

- Facilitate completion of the operational activities deemed necessary through the work control process or as requested by researchers to enable research objectives in a manner that ensures the safe and compliant execution of the research mission.

- Serving as a Facilities Operations Manager for select facilities to ensure the facility is maintained within FUA guidelines, facility work orders/statements of work are submitted to support research objectives, operated in accordance with approved lease agreements for leased facilities, space is efficiently and effectively used, access control is maintained, and emergency preparedness requirements are met.


Other responsibilities could include:

- Serving as a Qualified Health and Safety Professional (QHSP) within a research manufacturing environment to ensure workplace hazards have been identified and properly controlled, as well as to maintain compliance with all applicable safety standards and requirements.

- Participating in self-assessments associated with the Directorate.

- Reviewing procurement and subcontract activities for safety and operational requirements.

- Participating in the review and development of division or directorate level procedures and guidelines as needed.

- Continually seeking ways to increase operational efficiencies and safety culture in support of the research mission and champion initiatives to do so.


Qualifications Required:

A Bachelor’s degree in a science or operational discipline (e.g. health and safety, industrial hygiene, engineering, etc.) is required for this position.  Ten or more years’ experience in occupational safety, engineering discipline, ES&H, or industrial hygiene activities within a manufacturing environment is required. 

Excellent interpersonal skills are required.


Qualifications Preferred:

A professional certification such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), or Professional Engineer (PE) is preferred.

Experience in lean manufacturing principals/techniques or project management is preferred.

Experience in the DOE system and ORNL systems such as the Research Hazard Analysis and Control System, Integrated Safety Management, SAMS, the Facility Service Center, and the Hazardous Material Management Information System.
