Overview: 

The Pension and Savings Administration (X140) group within the Business Services Directorate (BSD) is looking for a highly motivated individual to join the X140 team.  The primary responsibility of the X140 group is to maintain and administer the Pension and Savings Retirement Plans for the Employee of Oak Ridge National Lab. This position will be the subject matter expert for pension plan and trust operations for the Oak Ridge National Laboratory’s (ORNL) $2.5B pension plan through analyzing complex data issues related to calculations, plan document interpretations and trust operations. This position independently carries out assignments and requires extensive knowledge of pensions and methods commonly used in the pension and financial accounting community.

 

Major Duties/Responsibilities: 

  • Serves as subject matter expert for pension operations, calculations and pension accounting to outside vendors and participants for problem resolution, transaction issues and data questions
  • Analyzing/solving data and other complex issues
  • Support pension plan administrator regarding contract compliance with DOE and ERISA
  • Monitor adherence to all pension plan provider service agreements
  • Ensures compliance with monthly and quarterly reporting requirements and year-end close-out requirements.
  • Identify and remain compliant with pension accounting laws and regulations.
  • Provides support in such functional areas as budget preparation and cost analysis as well as other areas of financial responsibility as required.
  • Ability to become familiar with the ORNL Accounting system and external databases in order to proficiently perform responsible tasks.
  • Responsible for development of Pension and Savings Administration budget
  • Recognizes, references discrepancies in plan documentation and guidelines, e.g., data, provisional or other plan/client issues
  • Prepares, reviews and maintains participant communication, literature and ORNL Pension Summary Plan Descriptions
  • Lead and oversee the Pension Account Analyst and Pension Operations Analyst roles and duties
  • Monitor contributory feature of pension plan including all workflows to ensure appropriate participants are enrolled for pension contributions and makeup contributions are calculated, collected, and reflected in our Pension Projection System
  • Maintain all pension data for actuarial valuations and non-discrimination testing files
  • Verify all service adjustments performed in Personnel Records for accuracy in accordance with the Plan Document and interpretive memos
  • Monitor monthly contributions for Long Term Disability participants
  • Assists on ad hoc consultative projects that require critical thinking, self-motivation, and minimal direction 
  • Conducts research, and analyzes resolutions to participant inquiries and/or client issues and works with the Pension Operations Analyst on proper communication to the client or participant.
  • Responsible for analyzing, performing, and reviewing non-automated manual calculations, addressing client requests
  • Updates and maintains termination and calculation tracking systems
  • Analyzes and prepares the final calculations for retirement
  • Verification of final calculations and reconciliation to pension payroll to ensure quality control and resolve all discrepancies
  • Monitors all retirements for lump sum distribution eligibility.
  • Prepares lump sum calculations for eligible employees and coordinates mailings.
  • Monitors active 70-1/2 (for annual recalculations of pension and non-taxable amounts), vested, deferred Alternate Payees and deferred early retirees (for calculations at full and/or early commencement dates), LIO drops, Casual Rehired Retirees (for annual recalculations of additional service/contributions/non-taxable amounts) 
  • Maintains the ORNL Pension Calculation System for enhancements or programming changes
  • Provides educational opportunities for active employees to understand their retirement options and post- retirement benefits through quarterly Retirement Planning Seminars and annual Benefits Fairs
  • Interprets and advises Plan Administrator of ERISA and other regulatory requirements that affect the ORNL pension plan
  • Interfaces with Information Technology (IT) support in order to maintain the Pension Calculation System
  • Provides support to payroll for the pension payroll feed to third party administrator
  • Processes Qualified Domestic Relations Orders – reviews draft QDROs, prepares preliminary calculations, communications for Participants and Alternate Payees regarding payment commencement options, final calculations of QDRO offsets and Alternate Payee amounts
  • Hypothetical projections of pension calculations as needed
  • Works with the Pension Accounting Analyst with annual audit of the ORNL pension plan
  • Ensures compliance with environment, safety, health and quality program requirements.
  • Maintains strong commitment to the implementation and perpetuation of values and ethics.

 

Basic Qualifications:

  • Bachelor's degree in finance or accounting and twelve or more years of broad training and experience in a wide variety of pension or accounting assignments, or an equivalent combination of education and relevant experience. 
  • Must possess a demonstrable, thorough understanding of ERISA, DOL, and IRS regulations as they apply to defined benefit plans
  • Demonstrated planning and organizing skills.
  • Ability to coordinate many projects simultaneously with changing priorities.
  • Excellent problem analysis and resolution skills are required. 
  • Must possess the ability and willingness to work effectively as a member of a team, as well as independently, as required.  
  • Excellent attention to detail and well-developed written and oral communication skills.
  • Demonstrated ability to assess priorities, allocate workloads and meet conflicting deadlines.
  • Requires proficiency in applying accounting principles, policies, and procedures. 
  • Ability to interface with scientific and technical staff utilizing excellent human relations skills. 
  • Requires proficiency in PC Microsoft Office, word processing, spreadsheets, and databases, such as Excel, Access, Adobe Acrobat and Word.

 

Preferred Qualifications:

  • Master's degree in finance or accounting. 
  • Knowledge of UT-Battelle and DOE accounting systems desired.
  • Knowledge of current ORNL Pension Plan
