The Performance Analysis & Quality (PAQ) Division at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for a Performance Management Specialist. This position is responsible for monitoring the performance of ORNL’s various organizations and management systems, through data collection, analysis, trending, and reporting. The position requires independent judgment, advanced analytical abilities, and expertise in assessments and issues management processes. It requires the ability to compile detailed and complicated charts and graphs and clear and concise technical reports to summarize organizational and management system performance. This position also independently manages and maintains processes and tools used for assessment/issues management. The position also requires public speaking and presentation skills to train ORNL staff on assessment/issues management systems, processes, and tools.

 

Roles & Responsibilities:

  • Provide subject matter expertise in the deployment of the assessment and issues management processes
  • Lead team efforts to maintain effective and compliant assessment and issues management processes
  • Provide subject matter expertise in assessment planning and in identifying and/or developing meaningful process performance metrics, key performance indicators, and data analysis techniques
  • Conduct assessments to ensure quality processes, tools, and training programs are compliant and effective
  • Conduct analyses of data generated from multiple organizations across the Laboratory to deliver performance summaries and trends for management and contractor assurance purposes
  • Compile, maintain, and report institutional performance data as assigned or requested ensuring data quality and accuracy
  • Provide communication and interaction with Laboratory staff to understand customer needs to enable effective implementation of assessment and issues management processes, procedures, and tools, including:
    • Prompt response to customer requests
    • Effective communication to customers, management, and peers
    • Provide and maintain user resources such as Frequently Asked Questions
    • Lead or participate in user groups for process improvements
  • Provide support for effective management and maintenance of ORNL’s assessment, issues and action tracking system
  • Use knowledge and judgment to regularly contribute to the development of new concepts, techniques, and standards for effective implementation of system processes and tools
  • Deliver training as requested on processes and tools
  • Implement special projects and reports as requested

 

Basic (Required) Qualifications: 

  • Bachelor’s degree in a science, business, technical or related discipline with a minimum of eight years of experience in a research/scientific environment with experience in a science discipline, information management, issues management, or a combination of education and experience. 
  • Experience in developing, revising, and maintaining procedures and completing technical reports.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Demonstrated ability in developing and maintaining strong customer working relationships and networks
  • Strong verbal, interpersonal, and written communication skills
  • Competency with management system hierarchy and processes
  • Knowledge and experience in data collection and analysis of various data streams from across the Laboratory
  • Ability to work independently and/or as a team member in a collaborative environment exercising good judgment and responsibility
  • Ability to work well with management and staff at all levels of the organization
  • Excellent time management and organizational skills needed to complete deliverables on time
  • Demonstrated flexibility to respond to requests for information or action with a short turnaround time
  • Proficiency in software such as MS Access, MS Word, Excel, Visio, etc.
  • Working knowledge of Power BI preferred
