Overview:
We are seeking a Performance and Risk Analyst to address operational challenges and enhance processes through the myriad Contractor Assurance data sources, including KPIs, metrics, assessments, events, risks, and lessons learned. This position resides in the Contractor Assurance Group in the Office of Integrated Performance Management within the Office of the Laboratory Director for Operations, at Oak Ridge National Laboratory (ORNL).
Analysts support leadership in data-driven, risk informed decision-making to drive continuous improvement across the institution. They also provide expert delivery and leadership of ORNL Contractor Assurance System through implementation of core elements and functions, ensuring execution meets leadership and programmatic expectations and requirements; including, but not limited to: Issues and Event Management, Causal Analysis, Critiques, Assessments, Investigations, Lessons Learned, Performance Analysis and Trending, Performance Reporting, Metrics, Risk Management and other areas as assigned.
Major Duties/Responsibilities:
- Lead or conduct critiques and causal analyses in response to events across the ORNL per the ORNL Issues Management process as directed by Program Lead for the ORNL programs.
- Apply Human Organizational Performance (HOP) concepts while leading critiques, causal analysis, and making recommendations for corrective action plans.
- Collaborate with all levels of ORNL management as well as DOE to ensure the ORNL performs timely and thorough analysis and resolution of significant issues and events.
- Deliver training to ORNL management and staff in all Contractor Assurance program elements.
- Conduct oversight of ORNL Contractor Assurance System implementation.
- Support development of key performance indicators and trending in support of the Contractor Assurance System (CAS), including working with CAS Program Managers to develop and manage metrics, monitor programs, and assess performance, to ensure that directorate goals are attained.
- Perform process mapping and gap analysis to identify process weaknesses and provide actionable improvement plans driving enhanced efficiency and effectiveness.
- Partner with line management to implement CAS core functions, e.g. assessments, critique facilitation, extent of condition reviews, causal analysis, effectiveness reviews, etc.
- Act as a system administrator for IT applications implementing CAS program elements. (ACTS, LLIT, OpEx, SharePoint portals, etc.)
- Facilitate organizational learning and improvement through data-driven performance trend analysis, benchmarking, and the deployment of Lean Six Sigma, or similar improvement methodologies to strengthen risk management and operational effectiveness.
- Coordinate Lab-wide planning and reporting (PEMP updates and annual reporting, performance dashboarding, business planning, risk management, mission readiness, staffing plans, budget development, CAS deliverables).
- Provide support to the OIPM director for laboratory-wide policies and initiatives.
- Provide input and facilitate strategic improvement for contractor assurance elements such as institutional performance monitoring, issues management, cause analysis, management assessments, event reporting, and lessons learned to support business operations and management system performance improvement.
- Participate in independent reviews to support ORNL’s Independent Oversight program.
- Provide support to ORNL’s Occurrence Reporting and Processing System (ORPS) and Safety and Security Regulatory (SSR) Program Managers as needed.
- Present analysis results and professional opinions/recommendations to ORNL senior leadership and/or corporate boards and governance bodies.
- Facilitate Risk Workshops and evaluate internal controls, necessary to manage institutional risks.
- Support the ORNL leadership for reporting to ORNL Performance Integration Board, Corrective Action Institutional Review Board (CAIRB), and UT-Battelle Operations Committee (corporate oversight) on status of operational events, investigations, cause factors, corrective actions, adverse trends, key performance indicators and metrics.
Basic Qualifications:
- BS or higher in business, economics, management, risk management, science, engineering, safety, or related discipline with a minimum of 8 years related experience.
- Ability to obtain and maintain a Q clearance, which requires US Citizenship.
Preferred Qualifications:
- Demonstrated ability in developing and maintaining strong customer working relationships and networks.
- Strong verbal, interpersonal, and written communication skills.
- Competency with management system hierarchy and processes.
- Knowledge and experience in data collection and analysis of various data streams from across the Laboratory.
- Ability to work independently and/or as a team member in a collaborative environment exercising good judgment and responsibility.
- Ability to work well with management and staff at all levels of the organization.
- Excellent time management and organizational skills needed to complete deliverables on time.
- Demonstrated flexibility to respond to requests for information or action with a short turnaround time.
- Proficiency in software such as MS Power BI, MS Power Query, MS Power Point, MS SharePoint, MS Word, Excel, Visio, etc.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
- Demonstrated experience applying continuous improvement methodologies (e.g., Lean, Six Sigma or equivalent), supported by relevant training or certification, to improve organizational performance and risk management.
- Experience working directly with contractor assurance program elements, e.g. assessments, issues management, causal analysis, critiques, extent of condition reviews, effectiveness reviews, corrective action development, lessons learned, event management, enterprise risk management, independent oversight, data analysis and reporting, etc.
Q Clearance:
- This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation.
