Overview: 

The Laboratory Protection Division (LPD) is seeking qualified applicants for the position of Personnel Security Lead. The Personnel Security Lead will oversee badge and clearance functions, including employee onboarding and terminations, and assist employees and subcontractors with access control, badging and clearance activities. Maintain proficiencies in other personnel security functions to provide in-depth support for the organization. This position will be responsible for badge issuance documentation for ORNL employees and subcontractors and will provide oversight for HSPD-12 badge enrollment and activation. Ensures that all inactive and lost badges are removed from the badging system. This position will also deliver security awareness as required.

Major Duties/Responsibilities: 

  • Managing, planning, implementing, evaluating, and assessing the operation of all badging and clearance functions. 
  • Supervise badge and clearance office staff.
  • Oversight of the Clearance Tracker system.
  • Responsible for Security Awareness functions to include initial and comprehensive security briefings.
  • Completion of activation and enrollment of HSPD12 badges in the US Access system.
  • Maintain DOE directives/standards and training requirements.
  • Greet and receive visitors (in person and over the phone) in a professional, courteous manner.
  • Anticipate needs and requests, set priorities appropriately, and meet changing deadlines.
  • Establish and maintain a culture that supports personal safety, as well as the needs of the customers.
  • Maintains a consistent, reliable work schedule during core hours to meet needs of staff.
  • Demonstrates a history of working safely and understanding of ergonomic safety.
  • Demonstrates concern for people with diverse personalities, cultures, and backgrounds in a service and support organization.

 

Basic Qualifications:

  • Bachelor’s degree in Business Management or a related field.
  • A minimum of five years of relevant experience and increasing responsibilities in a safeguards and security or personnel security field.
  • This position requires the ability to obtain and maintain a Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Master’s degree in Business Management or a related field.
  • Lead or management experience is considered a plus
  • Working knowledge of and experience implementing DOE O 472.2, Personnel Security.
  • Working knowledge of new DOE O 472.2A, Personnel Security, US Access and CPCI.
  • Experience providing a high level of effective customer service.
  • Ability to work in a team environment to meet business goals.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
  • Strong analytical skills and the ability to interpret, communicate, and implement complex instructions.
  • Excellent communication and interpersonal skills.
  • Excellent organizational skills with attention to detail.
