Procurement Manager - Second Target Station

Overview:

The Contracts Division at Oak Ridge National Laboratory is seeking a Procurement Manager for the Spallation Neutron Source (SNS) Second Target Station (STS) Project. The STS project is a DOE Major Systems Construction Project projected to be on the order of $2.0B to $2.5B.  The purpose of this position is to lead procurement activities in support of STS design and construction. The Procurement Manager will perform and oversee complex procurement and subcontract management tasks in accordance with Procurement Operating Practices; manage assigned Procurement Officers; and serve as the day‐to‐day customer interface for STS project staff.

 

Job Duties and Responsibilities:

  • Meets the procurement needs of customers by competently performing or leading all steps of the procurement process, from acquisition planning through close‐out.
  • Supervises a staff of exempt‐level Procurement Officers
  • Plans, leads, organizes, assigns, supervises, directs and evaluates work performed by staff, ensuring all work is completed timely, accurately, compliantly, and ethically.
  • Provides guidance and support to customers and staff in procurement strategy and knowledge of procurement policies, regulations, and the commercial marketplace.
  • Manages, facilitates, and executes the development and implementation of complicated procurement transactions and projects.
  • Negotiates/re‐negotiates subcontract terms and conditions and stays aware of subcontract performance for early identification of issues or performance problems. Possesses the authority to commit ORNL for amounts up to delegated authority conveyed by the Director of Contracts.
  • Develops budget requirements and monitors expenditures throughout the year.
  • Develops and makes presentations as needed or requested to customers, to DOE, and to the business community. Represents ORNL at outside trade functions and conventions, such as Small Business Conferences.
  • Ensures adherence to all ORNL quality, legal and financial requirements.
  • Researches or assists customer in identifying sources to meet needs. Develops and presents recommendations based on the results.
  • Establishes and maintains high‐level vendor relationships.
  • Participates in contract pre‐award and post‐award activities; monitors contract performance and monitors billings; confers with contract providers to ensure compliance with policies, procedures, legal, and fiscal requirements; resolves contract issues and concerns; and assists in negotiating contract renewals, amendments, and plan changes.
  • Reviews specifications for requests for bids; plans, develops, and coordinates procurement documents and bid evaluation instruments; and maintains contracting records.
  • Interprets contract administration policies, procedures, rules, and regulations and provides technical assistance to staff, other agencies, organizations, and the community regarding contract administration, policies, and procedures.
  • Maintains a strong commitment to the implementation and perpetuation of values and ethics.

 

Qualifications Required:

  • A Bachelor’s degree in business, public administration, finance, accounting or related field, with a minimum of eight years of experience in a procurement environment (commercial, services, construction, etc.), is needed.
  • Experience leading a procurement team on a government-funded construction project of similar size or scope.
  • Proven ability to communicate with a diverse range of staff and clients, foster trust and cooperation, and possess the ability to supervise and motivate staff effectively.
  • Demonstrated experience in providing customer‐focused service delivery programs and demonstrated ability to meet customer/client expectations with an emphasis on quality, quantity, and timeliness of work.
  • Proven ability to work methodically and accurately in times of high workload and tight timeframes.
  • Ability to use initiative to develop and recommend alternative solutions and strategies, within the team and with outside stakeholders.
  • Excellent written and verbal communication skills, and the ability to exercise appropriate levels of diplomacy where required.
  • Strong leadership, business management, and interpersonal skills.
  • Ability to work as a multi‐functional team member and to contribute to a spirit of team cooperation.
  • Ability to exercise integrity and discretion in all matters to protect confidential information as dictated by policy or assignment; and to exercise sound, independent judgment and initiative.
  • Organizational skills to handle a variety of assignments with constant interruptions and to work effectively and meet deadlines in a dynamic environment subject to changing priorities are required.
  • Excellent computer skills.

 

Qualifications Desired:

  • A Master’s degree in business, planning, marketing or related field is preferred. Familiarity with ORNL’s strategic plan and procurement operations are highly desirable.
  • Knowledge of the UT‐Battelle Prime Contract and Procurement Operating Practices, FAR and DEAR regulations, and best commercial practices.
  • Experience in leading continuous improvement efforts.

 

Work Direction and Interfaces:

This position reports to the Director of Contracts for all aspects of job performance.  The Procurement Manager is matrixed to the STS Project and coordinates with project leadership for task assignments and priorities. The incumbent will interface with others within ORNL as required and is responsible to customers for timely and accurate work.
