Oak Ridge National Laboratory seeks an experienced energy professional to serve in an exciting role that will help advance clean energy use and energy efficiency for federal government facilities worldwide. You will be leading a small, dedicated team that works closely for and with the U.S. Department of Energy to serve all federal agencies. This team helps the federal government become more energy efficient and supports the use of clean, renewable energy, thereby reducing greenhouse gas emissions, enhancing energy security, and supporting American industry in a competitive energy technology world market.

 

Overview:

The Integrated Building Deployment and Analysis (IBDA) Group in the Buildings and Transportation Science Division (BTSD) at the Oak Ridge National Laboratory (ORNL) is seeking applicants for a Program Manager that focuses on a variety of tasks in support of the Federal Energy Management Program (FEMP). This role manages program support work, including financial, formal deliverable efforts and reporting aspects of ORNL’s support for FEMP. The Program Manager supports outreach, training, and program support across several core areas, including performance contracting, workforce development, and strategic initiatives. This position leads ORNL's team operating in support of FEMP, which facilitates the federal government's implementation of sound, cost-effective energy management and investment practices to enhance the nation's energy security and environmental stewardship.

 

The IBDA Group works to optimize the energy performance of commercial, institutional, and residential buildings through applied research, technical assistance, and technology deployment. The team’s comprehensive knowledge of buildings and energy use spans multi-building sites, whole-building systems, system components and building equipment.

 

Job Duties and Responsibilities:

  • Program support
    • Lead program by ensuring agreements are managed within scope, schedule, and budget and program expectations are met, including managing and delegating tasks across the program team, and tracking progress
    • Provide program support, working with FEMP project and program managers to identify areas to leverage ORNL’s capabilities in meeting FEMP’s mission
    • Work with stakeholders to provide resources needed to support FEMP’s mission
    • Coordinate ORNL Subject Matter Expert input as needed to address program requirements and opportunities
    • Provide feedback to FEMP and advise on the measures necessary for program and project improvement
    • Provide support for key grant programs such as FEMP’s AFFECT Grant
    • Provide input to organizations based on federal energy and sustainability policy
    • Manage a diverse portfolio of agreements supporting FEMP
    • Provide input to develop, communicate capabilities, and support FEMP program development
    • Ensure program support requirements are communicated and achieved in accordance with annual operating plan
    • Responsible for budget numbers and cash flow balance with the help of project controller and financial analysts
    • Interface and build strong relationships with FEMP, agencies, and ORNL staff

Basic Qualifications:

  • Required work experience is a minimum of eight years in program or project management.
  • Bachelor’s degree in technical or applied science, management, business, economics or related discipline or MBA in business management or related discipline is required.  
  • Strong project and program management skills
  • Excellent verbal and written communication skills to support regular interactions with sponsors, industry, academia and laboratory staff to prepare papers, presentations and reports are required.  Versed in various basic computing skills. 
  • Demonstrate strong interpersonal and communication skills to support team building, partnering and leadership.
  • Knowledge of energy savings performance contracts, utility energy service contracts, and the types of technologies typically installed in such contracts
  • Ability to work creatively and cooperatively as a member of an interdisciplinary team
  • Willing to travel. You will be involved in meetings with DOE sponsors in Washington DC and will attend key conferences and workshops. Travel will be periodically required to visit federal facilities. Travel is estimated at 8-10 times per year.

 

Preferred Qualifications:

  • Experience working with the Department of Energy
  • Familiarity working with federal agencies; civilian and Department of Defense
  • Work experience with private sector energy companies or utility companies that perform energy projects

 

Special Requirement:
This position requires access to technology that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license, which requires U.S. Citizenship or LPR (Lawful Permanent Residence).
