Overview:
The primary purpose of this position is business development to increase Oak Ridge National Laboratory’s (ORNL) science and technological contributions and program management across the national security enterprise consistent with ORNLs strategic goals. Position includes facilitating DOD-funded project execution, and related program development of lab-wide signature strengths in scientific R&D, to include energy sciences, materials sciences, and transportation sciences. Lastly, this position is expected to partner with other Program Manager’s and scientific research staff across the national security R&D portfolio where efforts or subject matter expertise is complimentary.
Major Duties/Responsibilities:
- Develop and grow advanced research programs focused on operational energy and clean energy technologies for defense and homeland security applications leveraging leading edge R&D at ORNL.
- Support ORNL leadership in developing program engagement strategies and provide input into long range national security science strategies.
- Serve as liaison with government agencies and offices, to ensure optimized, consistent engagement across research efforts, and managing deliverables to ensure projects goals are met on time and within established budget parameters.
- Lead the development engagement strategies for national security mission needs through internal and external workshops, developing white papers, and leadership briefings ensuring alignment with ORNL science priorities.
- Develop, maintain, and present plans and presentations to inform ORNL management of status and success action plans, including ad hoc updates as appropriate.
- Organize project or program review meetings with federal work sponsors to promote and ensure success of research and development thrusts, including timelines for completion of work and budget status updates.
- Represent ORNL signature strengths and related scientific capabilities to national security sponsors and potential collaboration partners.
- Identify the gaps and/or shortfalls within the National Security community/IC missions and identify solutions to meet the needs of sponsors, to include potential partnerships with other National Laboratories, universities, federal agencies or private industry.
- Develop and maintain relationships with key national security sponsors across the national security enterprise with an emphasis on DOD and the Services
- Build and maintain a working knowledge of appropriate ORNL policies and procedures for formal institutional and DOE approval of proposed work, and management of special project efforts. Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.

Qualifications Required:
- A degree in a technical or national security-oriented discipline or related operational research field with a minimum of 12 years of experience in defense program development, research and development, and business development, or an equivalent combination of education and relevant experience in national security related activities with emphasis in operational energy.
- Working knowledge of national security research thrust areas and strategies, and general comprehension of leading-edge research/scientific capabilities.
- Successful experience in the management or integration of research programs, in a defense or national security mission space, such as energy, advanced materials, intelligence/surveillance/reconnaissance, and/or transportation related sciences.
- Demonstrated expertise in strategic planning for program development to support national security missions is required.
- Successful applicant must be fluent in English and possess superior interpersonal, verbal, and written communication skills, along with an ability to work effectively adapt to management of competing program priorities.
- This individual must possess considerable initiative, artful organizational skills and the ability to drive convergence and resolution to challenges of substantial importance to ORNL and the National Security community.
- This position requires demonstrated skills and experience in complicated multi-organizational research, development and demonstration programs and requires the capability to work with researchers and engineers at all experience and educational levels.
This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
Qualifications Desired:
- Experience working with DOE national laboratories and 8-12 years of DoD, DHS, or National Security work experience.
- Acquisition experience with an understanding of transitioning research programs into operational capabilities.
