Overview:

The Physical Sciences Directorate (PSD) at Oak Ridge National Laboratory (ORNL) seeks a highly motivated and experienced Program Manager to develop, manage, and sustain ORNL’s proposal development efforts focused on the Department of Energy’s Office of Science (SC). The Program Manager will contribute significantly by enhancing our proposal quality, driving innovation, and encouraging program growth.

 

This position involves the long-term program coordination and implementation for proposal development to improve the portfolio of support from the SC, particularly the Offices of Basic Energy Sciences, Nuclear Physics, and High Energy Physics. We're looking for someone to develop, coordinate, and run program development initiatives and strategies for developing outstanding proposals, ensuring exceptional communications and transparency among SC federal sponsors, ORNL senior leadership, business and communication partners, and R&D principal investigators. Collaboration across business and research sectors is crucial, as the role involves building key partnerships across the Laboratory's divisions to advance SC objectives. This position reports to the Associate Laboratory Director (ALD) for Physical Sciences.

 

Major Duties/Responsibilities:

  • Lead, facilitate, and manage development of winning proposal strategies for the SC
  • Establish and oversee a program to amplify early career staff's proposal writing skills
  • Work independently with technical experts and program managers
  • Understand expectations of the SC and aid in developing new areas of research support
  • Formulate and lead matrixed teams to support excellent proposal submissions
  • Coordinate, plan, and lead developing proposals in accordance with federal sponsor requirements (including DOE) and ORNL policies
  • Develop and sustain key internal relationships (e.g., Strategic Partnership Program, Office of the General Counsel, Contracts, Finance, Technology Transfer, and Institutional Planning) to advance Directorate objectives and outcomes
  • Ensure effective communication, accountability, and transparency among federal sponsors, programs, teammates, other ORNL directorates and divisions, sub-contractors, vendors, partners, and stakeholders
  • Contribute to the development of strategies for business growth and program expansion

Basic Qualifications Required:

  • B.S. degree and at least 10 years of relevant experience
  • Background in proposal development

  • Excellent interpersonal communication skills, along with strong written and presentation skills
  • Outstanding team-building abilities, multitasking proficiency, and project completion track record
  • Self-starter requiring minimal direction, demonstrating meticulous attention to detail
  • Proven track record to thrive within dynamic, collaborative, and interdisciplinary teams.
  • Demonstrated success in leading or coordinating Office of Science proposal development.
  • Skilled at navigating interactions with employees across different levels, federal sponsors, and program partners/stakeholders with tact, discretion, and diplomacy
  • Ability to plan, schedule, and arrange activities in accomplishing objectives
  • Documented, successful proposal outcomes
  • Experience handling large-scale proposal submissions
  • Open to working extended hours, in a fast-paced, deadline-driven environment
