Overview:
The Isotope Science and Engineering Directorate (ISED) is seeking a Programs and Planning Specialist to manage the ISED proposal process and provide specialized programmatic support. This position will serve as the liaison with division management to facilitate development of responses to directorate, ORNL leadership, and sponsor requests; and assist with strategic plan development. The successful candidate will work closely with ISED Leadership to provide the support necessary to successfully implement the directorate's mission. The ideal candidate will be a team player who can achieve objectives accurately and successfully, with minimal oversight.
Major Duties/Responsibilities:
- Managing the ISED R&D proposal process in collaboration with ISED program managers and researchers.
- Coordinating all aspects of proposal management from announcement to submission into the Office of Science grant systems (PAMS, Grants.gov).
- Ensuring compliant scientific proposals of high quality are submitted in response to the DOE Office of Isotope R&D and Production funding opportunities.
- Mentoring staff, line management, and administrative staff in proposal management and preparation.
- Collaborating with ISED Leadership to develop content for ISED-, ORNL- and DOE-level documents and reports, including but not limited to:
- Annual Report to the DOE Office of Science
- Laboratory Performance Evaluations Management Plan
- Laboratory Plan and Agenda
- Internal business and strategic plans
- Internal and external honors and awards packages
- Sponsor reports
- Planning, organizing, and facilitating internal and external meetings, sponsor/program reviews, and workshops as needed.
- Contributing to the development and tracking of metrics and key performance indicators for ISED.
- Handling ad-hoc/special requests from ISED Leadership.
Basic Qualifications:
- B.S. degree in Business or a related field with 5+ years of experience, or at least 10 years of experience in a DOE national laboratory environment.
- A background of working with large organizations or complex projects that require planning, communications, reporting, and assessment, with proven capabilities in each of these areas is required.
- Qualified candidates must have excellent communications skills and experience working in high-demand, challenging environments.
- Strong organizational and time management skills with the ability to prioritize actions
- Self-motivated and able to work with minimal oversight
- Quality focused and detail-oriented
- Strong analytical and problem solving skills
