Overview:

 

The Computing and Computational Sciences Directorate (CCSD) at Oak Ridge National Laboratory (ORNL) seeks a Programs and Planning Specialist to provide support to the Associate Laboratory Director (ALD) and Chief Operation Officer (COO) for Computing and Computational Sciences.  Specifically, in this role you will manage and coordinate the internal proposal process from the initial announcement through to the final submission for a variety of sponsors and provide specialized programmatic support.  You will also oversee and provide programmatic support to various internal and external outreach opportunities for the Directorate. 

 

Major Duties/Responsibilities:

 

In this role, you will work closely with CCSD’s leadership teams to provide mission support services in the areas of proposal preparation and submission, planning and internal management for major sponsor programs and initiatives.  Specific responsibilities of the position include, but are not limited to:

 

  • Coordinate development of Laboratory Directed Research and Development (LDRD) and Program Development (PD) proposals from CCSD through the Laboratory Overhead Investment System (LOIS).  Responsibilities include coordinating reviews of LDRD proposals, tracking LDRD progress, Strategic Hire program, and PD proposals and progress. Oversee the quality of proposals and the proposal process for CCSD in cooperation with the division directors, and their staff.
  • Work with the COO to formulate policies and goals for operational efficiency and direct effective operational initiatives.  Understanding of data management tools to monitor and analyze key performance data, and other metrics to assess and continuously improve operations and research
  • Create compelling materials (PowerPoint, correspondence, reports, meeting notes, talking points, and other materials) that readily convey the importance of the work in CCSD to multiple audiences, including DOE, researchers and sponsors, and the public.
  • Coordinate, provide program support, and execute science outreach programs for the directorate, including CCSD sponsored and participated initiatives, workshops, and conferences.
  • Collaborate with the ALD, Division Directors, and COO in developing performance management plans, identifying objectives for the Laboratory, and tracking key results for inclusion in the following:
    • Laboratory Agenda
    • Laboratory Annual Report
    • Laboratory Performance Evaluations Management Plan (PEMP)
    • Annual Laboratory Notable Outcomes
    • Laboratory Directed Research and Development program
    • Documentation of Laboratory Objectives, Key Results, and Analysis
    • Honors and Awards

 

Basic Qualifications Required:

 

  • Bachelor’s degree and at least 2 years of related experience

 

Preferred Qualifications:

 

  • Excellent verbal and written communication skills
  • Demonstrated interpersonal skills (team player) working across a broad range of individuals, such as scientists, vendors, science writers, web designers, graphic artists, managers, and technical staff. 
  • Experience in negotiating and communicating requirements and deliverables involving multiple disciplines.
  • Ability to follow policies and procedures, problem solve, troubleshoot, and research solutions
  • Ability to integrate and effectively relay information to stakeholders and colleagues
  • Experience and demonstrated skills in managing priorities and delivering results in a fast-paced environment, with a range of stakeholders, and in a self-directed fashion.
  • Demonstrated skills in presentation, customer service, delegation, multi-tasking.
  • Proven creativity, leadership, and problem-solving skills.
