Overview:  

We are seeking a Project Expeditor/Engineer to support procurement activities driven by the continued growth and advancements in plasma-based isotope separation.  The Project Expeditor/Engineer will support the numerous complex procurements through deployment required to scale up stable isotope production capacity as well as continued research activities and prototypes.  This position resides in the Plasma Enrichment Deployment and Engineering Group in the Plasma Enrichment Science and Engineering Section, Enrichment Science and Engineering Division, Isotope Science and Engineering Directorate, at Oak Ridge National Laboratory (ORNL).  

 

The Enrichment Science and Engineering Division serves the nation in two critical areas: advancing enrichment technologies and exploring stable isotope production and applications.  The division uses an elite staff of scientists, engineers, and technicians with world-leading capabilities of Oak Ridge National Laboratory to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments.  ESED is the national steward for the research, development, and demonstration of enrichment technologies.  ORNL is a recognized leader in centrifuge and electromagnetic enrichment technology.  We are the stewards and dispensary of the nation’s stable isotope inventory and have a legacy dating to the late 1940s.  This division integrates the full enrichment process from chemical synthesis of feed materials through fabrication of the custom physical forms needed to support the user communities.

 

You will work closely with a focused group of scientists, technicians, and engineers on ambitious, fast paced technical projects in support of the DOE Isotope Program.  This has been a quickly expanding program at ORNL and offers significant opportunities for professional growth.  The team demonstrates a collective excitement for the important work being accomplished and values creative solutions to developing technology and processes to solve the latest challenges.  Successful development and deployment of isotope separation technologies requires an acute attention to detail and continued consideration of personnel and equipment safety.

 

Major Duties/Responsibilities: 

  • Coordinates with technical contact to develop pre-award source selection strategy and plans.
  • Conducts market research for potential sources of services or supply.
  • Communicate with technical staff to define/clarify the nature and function of equipment/hardware to be purchased.
  • Compose/Edit specification documentation, Bills of Materials, Statements of Work, Evaluation Criteria, etc.
  • Work with ORNL procurement office to establish the appropriate contract type and structure of solicitations and subcontracts for services, equipment, and/or material.
  • Work with procurement office to ensure purchases comply with commercial, legal and contractual obligations.
  • Preparation and tracking of procurement packages for assembly fabrication and production support from specification to final delivery, including coordinating documentation submittals and maintaining supplier schedules.
  • Be the point of contact to suppliers for technical questions and issues between the supplier and project team, communicating with suppliers about status of supplies and problem-solving documentation, quality, or delivery-related issues to mitigate the impact to schedules.
  • Communication with suppliers on orders and management of supply requisitions to determine expected delivery dates and communicate that procurement status with engineers, scientists, designers, technicians, and project managers.

Basic Qualifications:

  • BS degree in procurement engineering, purchasing, supply chain management, or technically related field and five to seven years of relevant experience or an equivalent combination of education and experience is required.
  • Strong organizational skills with the ability to work through ambiguity and set priorities to accomplish multiple tasks within deadlines and adapt to ever changing needs.
  • Excellent attention to detail and well-developed written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Must be customer service oriented with the ability to communicate effectively with a diverse laboratory population.
  • Proven ability to function well in a production-style environment as well as a fast-paced research environment, with the transition from research and development to production including good configuration control and communication.
  • Able to analyze technical documents and specifications to understand critical requirements.
  • The ability to work flexible hours and minimal travel is required.

 

Preferred Qualifications:

  • BS degree in engineering field (such as mechanical, electrical, etc.) or a technically related field.
  • Experience procuring highly technical systems and components which include elements such as high vacuum, high voltage, hi-current DC, and electromagnet systems.
  • Procurement Engineering experience in research and/or production environments.
  • Proficiency with 3D SolidWorks computer-aided design software is a plus.

Q clearance: 

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
