Overview:
The Project Management Office (PMO) of the Oak Ridge National Laboratory (ORNL) seeks a Project Controls Specialist to support both large-scale collaborative scientific research and development projects and small multi-institutional, collaborative research science projects within the physical sciences division.

Major Duties/Responsibilities:
Working with Project Directors and Managers, laboratory scientific staff and scientific staff at other institutions, this position will function as the project controls subject matter expert (SME) and be responsible for utilizing the project controls policies, procedures and systems/tools that facilitate the successful development and maintenance of the:
- Project work breakdown structure (WBS) and dictionary,
- Summary and detailed, logic driven, resource loaded schedules,
- Summary and detailed cost estimates,
- Actual costs and accrual integration,
- Risk identification and management, to include Monte Carlo simulations,
- Change control and change process implentation,
- Implementing and practicing good baseline management
- For larger projects, assisting with the preparation of various status and Earned Value Management (EVM) based reports.
- Prepare and support various project reviews, including internal and external project status reviews. For larger projects, support DOE Order 413.3 Critical Decision (CD) reviews, independent cost estimate reviews (ICR), and earned value system surveillance/compliance reviews.
- Generating monthly project cost and schedule performance reports,
- Supporting data and records management and ensuring data quality and accuracy.

Basic Qualifications:
- BS/BA degree with a minimum of 5 years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE or Department of Defense (DOD) or relevant industrial experience.
- Complete understanding of project controls best practices regarding scope, time, cost, change and a solid understanding of DOE Order 413.3b and EIA-748 compliant EVM.
- Significant hands-on experience with: Oracle Primavera, Deltek Cobra or similar cost processors, change control applications, and custom system and performance report development.
- Experience in developing and presenting training on project management principles or tools, specifically CAM training.
Desired Qualifications:
- BS/BA in project or construction management, business, engineering.
- Project Management Professional (PMP) certification, or equivalent project management certification.
- Three years of project experience working within an EVMS environment compliant with EIA- 748; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.
- Experience with risk management, working with risk analysis and simulation software.
- Experience serving in a project controls role on a large project
- MS in project or construction management, business, engineering or equivalent.
- Ten years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE Office of Science within a National Laboratory environment.
- Ten years of project experience working within an EVMS environment compliant with EIA-748.
- Experience fusion energy or material science testing devices or similar technologies.
- Experience with the DOE PARS II reporting system.
