Overview: 

The Laboratory Modernization Division (LMD) at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Project Manager Team Lead to oversee a dynamic team of Project Managers, Engineers, Safety Specialists, Project Controls Professionals, and Quality Specialists. The team will be responsible for managing a variety of tenant improvement projects within leased facilities at ORNL. The scope of projects will range in size from $100,000 to $50,000,000, including data center upgrades, office upgrades, laboratory enhancements, and secure facility modifications. This leadership position will be responsible for driving the performance of their team, ensuring the successful completion of projects within scope, budget, and schedule. The successful candidate will oversee day-to-day work assignments, monitor project performance, and serve as the key point of contact for all project-related activities, requiring a deep understanding of construction project management, a collaborative management style, and the ability to lead large, complex projects within a regulated environment. This role will include managing safety protocols, fostering team development, maintaining client communications, and ensuring alignment with organizational goals and contract requirements.

 

Major Duties/Responsibilities:

  • Oversee a team of Project Managers, Engineers, Safety, Project Controls, and Quality Specialists with a focus on high performance and accountability.

  • Assign work, provide guidance, and ensure clear direction to team members.

  • Develop and implement strategies for talent development, mentoring, and career growth within the team.

  • Manage and ensure the successful delivery of projects within the team portfolio, ranging from $100,000 to $50,000,000 in cost.

  • Monitor and track cost, schedule, and performance metrics for all projects.

  • Ensure that project milestones, quality standards, and safety protocols are consistently met while identifying and mitigating project risks and issues. .

  • Oversee the development and execution of safety plans for all tenant improvement projects.

  • Promote a culture of safety across the team and with external contractors and partners.

  • Serve as the primary point of contact for customer communications, providing regular project updates and addressing concerns.

  • Ensure transparency and clear communication regarding project progress, challenges, and solutions while developing relationships with stakeholders, ensuring alignment with customer expectations and requirements.

  • Support strategic planning for upcoming projects and long-term goals.

  • Contribute to the development of project scopes, proposals, and contracts.

  • Ensure projects are implemented in line with contractual requirements, timelines, and cost constraints.

  • Work closely with procurement teams to ensure effective contract management and compliance.

  • Drive continuous improvement of project management processes and practices to enhance efficiency and quality.

  • Ensure the implementation of quality control measures across all projects and that quality standards are consistently maintained.

 

 Qualifications Required:

  • BS degree in Engineering or other relevant technical degree (such as Project Management/Construction Management).

  • A minimum of 12years of experience in project management, with a focus in tenant improvement projects or similar construction/renovation projects.

  • Experience leading large-scale projects within a regulated environment, with project values ranging from $100,000 to $50 million.

  • Strong background in project controls, budgeting, and schedule management and safety management with an understanding of OSHA and other regulations.

 

Qualifications Preferred:

  • Experience with federal or national laboratory projects, particularly within Oak Ridge National Laboratory or similar research environments.

  • Familiarity with laboratory upgrades, data center infrastructure, and secure facility modifications.

  • Strong understanding of contract development, including familiarity with government contracting and compliance requirements.

  •  Project Management Professional (PMP) certification, or equivalent certifications or experience in project management.

  • Experience working with secure facilities and knowledge of security protocols and regulations is a plus. 

  • Excellent communication skills, both written and verbal, with the ability to manage client relationships and team dynamics.

  • Consistent record of leading and mentoring a team, fostering professional growth and high performance.

 

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
