The Laboratory Protection Division at Oak Ridge National Laboratory is seeking qualified applicants for a Protective Force Manager.  In this role you will be responsible for leading a group of approximately 100 union members as well as professional employees who protect and guard the assets, employees, and visitors at ORNL.  You will be responsible for overseeing the institution of tactics that employ up to date defensive strategies designed to address known adversarial capabilities while ensuring effective and safe protective force operations.

 

Major Duties and Responsibilities

  • Plan, examine, analyze, evaluate, and supervise security operations, including but not limited to, physical security assets and security personnel
  • Evaluate current procedures, practices and precedents for accomplishing research mission and functions relative to security
  • Identify and resolve security related problems. Develop and implement alternative methods for security operation improvement
  • Prepare and implement lab-wide security plans and budgets
  • Assist in preparation of emergency management and contingency planning
  • Serve as the interface between local law enforcement, federal law enforcement, military, and government authorities
  • Maintain relationships with key internal and external customers, handle implementation and flow-down of DOE requirements to ORNL so that highly reliable compliance is achieved while retaining an inviting campus appearance and workplace environment
  • Provide guidance and direction to managers across the laboratory to establish protective force policies, procedures, and practices that are fully integrated, effective, efficient, and safe
  • Interpret DOE Orders and ensure programs are implemented in accordance to Order requirements, while assisting the Laboratory in achieving its scientific endeavors
  • Ensure performance assurance by assessing system effectiveness and addressing performance and implementation issues identified from customer feedback, staff suggestions, and other assessment activities
  • Recruit and build the group by providing leadership and vision. Develop and execute a strategy that will enable the organization to achieve its business goals
  • Lead staff members and job results by training, mentoring, counseling, and dealing with employee issues in a timely manner
  • Build and maintain a work environment which promotes collaboration, performance, feedback, recognition, mutual respect, and employee engagement
  • Identify staffing needs; recruit, select and retain highly qualified and diverse staff
  • Establish and ensure an open and supportive working environment where staff report issues and concerns
  • Ensure staff are properly trained to meet present and future needs by building new competencies and supporting long-term staff development

 

Basic (or Required) Qualifications

  • A Bachelor's degree in business administration, criminal justice, law enforcement, security, or other relevant area with
  • A minimum of ten years of applicable experience.  
  • A minimum of three years of experience should be in a lead or management role.  
  • This position requires an active Q clearance from the Department of Energy.  As such, this position is a Workplace Substance Abuse Program (WSAP) testing designated position.  WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  Must be able to obtain and retain approved participation in the DOE Human Reliability Program (HRP).

 

Preferred Qualifications

  • Relevant security experience at a DOE facility.  
  • Experience managing within a collective bargaining agreement.  
  • Certified Protection Professional (CPP) by the American Society for Industrial Security.  
  • Knowledge of federal law, DOE directives, and requirements pertaining to protective forces.
  • Project management experience.  
  • Experience protecting CAT 1 thru CAT 4 special nuclear material and facilities.  
  • Experience interpreting and providing guidance around vulnerability analysis.  
  • Broad knowledge of, and experience in, the general administrative practices for personnel, budget, and commitment management.  
  • Computer skills including proficiency with MS-Office software.
