The Quality Representative (QR) works with customers and other quality professionals to develop quality philosophy, tools and techniques, quality management systems, project/process improvements, strategic planning and performance metrics, and other quality-related initiatives to support the Engineering organization.


Job Duties and Responsibilities:

This position is in the Performance Analysis and Quality (PAQ) organization, reporting to the Quality Management Group Leader. The Quality Representative (QR) is responsible for providing support services by proactively deploying Laboratory policies, procedures and tools, quality tools, and quality methodology in line organizations that meet customers' requirements and needs; achieving reliable and effective results supporting the customer's mission. This position will support the Engineering organization including support of the Design, Configuration Management, Fire Protection, Pressure Systems, Welding, and other Engineering processes. This position may also include leading internal assessments for compliance to all Quality Management System (QMS) standards, and continuously improving operations. The QR works with customers to provide advisory services and lead projects for incorporating quality philosophy, tools and techniques, quality management systems, business/process improvements, strategic planning and performance metrics, and other quality related initiatives. Responsibilities may include: leading/conducting/writing assessment and investigation reports; analyzing organizational metrics and identifying adverse trends; maintaining procedures and records; and conducting causal analyses as needed for identified events.  The QR may also support the central staff in the development of programs, processes and procedures.


Major responsibilities include:

  • Identifies and understands customer needs while influencing the prioritization and development of quality initiatives.

  • Provides quality planning assistance on various tasks, projects, procurements, work evolutions; provides assessments of work in progress, including documentation reviews against specifications.

  • Identifies and/or solves complex problems; assessing needs to achieve desired business results and influences results.

  • Establishes relationships and works effectively with external and internal customers to meet goals; and assesses customer satisfaction.

  • Actively manages a portfolio of quality and compliance processes and procedures.  Ensures procedures are up to date and relevant and assists customers in preparing and obtaining approval for new processes and procedures.

  • Provides advice and guidance on use of QA tools and processes, performance improvement, and facilitation of process improvement to line management and staff.

  • Conducts investigations, corrective action verification and analysis and resolves quality problems, including occurrence reports, non-conformances, and PAAA and 10CFR851 non-compliances.

  • Develops project plans, checklists, procedures, and guidance for efficient and effective deployment of management systems and organizations supported.

  • Builds and develops relationships with peers and others to exchange feedback and Lessons Learned on issues or concerns.

  • Analyzes, interprets, and communicates quality data to management.

  • Operates and communicates effectively and efficiently with all levels of management on quality issues.

  • Assists with performance assessment planning, implementation, and follow-up. Serve as lead auditor.  This typically involves seven assessments per year.

  • Responds to assessments, with evaluation, development of corrective actions, and closure of concerns and commitments.

  • Serve ad the Engineering organization’s lead for Issues Management

  • Performs trend and statistical analysis to support established metrics and goals.

  • Leads continuous improvement initiatives in support of quality and performance management.

  • Actively participates in or leads meetings and business planning activities or review sessions for assigned organization.

  • Reviews audit and assessment results and identifies the severity of findings or the risk associated with the findings to ensure the appropriate level of action is taken to eliminate non-conformance (perform Safety Regulatory Officer (SRO) screenings).

  • Serves as technical or quality expert by responding to targeted questions from the field, or other organizations, and provides support to customers.

  • Serve as the Division Training Officer (DTO) for the Engineering organization.

  • Serve to execute the requirements of the Software Quality Assurance (SQA) program for the Engineering organization.

  • Assist the Engineering organization with Suspect/Counterfeit program requirements.

  • Serve as Engineering’s Quality Significant Reviewer for purchases.

  • Assist with records management activities for Engineering-related documents and records.


Qualifications Required:

  • A Bachelor’s Degree in science, engineering, or a related field with at 8 to 12 years of quality experience, or an equivalent combination of education and experience. Exceptional teamwork, statistical skills, and a positive, meticulous nature with a penchant for detail and precision are required attributes. Experience in leading complex projects and utilizing analytical skills to identify resolution of issues. Ability to positively interact with all management and staff levels. Demonstrated track record of investigation analysis and problem solving is required. Ability to grasp a diverse range of technical criteria and proactively recommend improvement opportunities that address organizational risks. Strong computer and organizational skills with the ability to multitask are required. Must have excellent verbal and written communication skills. Strong skills in Microsoft Excel and Access software packages.  Strong analytical skills, project management, and customer service experience and the ability to independently understand, follow, explain, and implement complex instructions are necessary.


Qualifications Desired:

  • Strong technical background in ESH&Q, conduct of operations, quality assurance, systems operability, and related fields are desired. Familiarity with ORPS, PAAA, and DOE regulations is desired.  American Society for Quality (ASQ) certification as a Quality Engineer is desired. Proven decision-making skills are desired.


Work Direction and Interfaces:  

  • Matrixed support to Engineering organization


Measures of Effectiveness:

  • Completion of established QA milestones; development of plans, procedures, and other QA reports and documentation; assessment and analysis; problem identification and resolution.
