The Oak Ridge National Laboratory seeks to hire a Quality Representative for Occurrence Reporting. This position is in the Performance Analysis and Quality Division, reporting to the Organizational Learning Group Leader.  This position will be the primary point of contact for the occurrence reporting process, while providing support/backup for the Safety Security Regulatory (SSR) program.  Additional activities will include proactively deploying Laboratory policies, procedures and tools, quality tools, and quality methodology in line organizations that meet customers' requirements while effectively  supporting the customer's mission.


Job Duties and Responsibilities:  

The QR will work with customers to ensure that Occurrence Reporting processes are maintained to provide regulatory compliance. The QR will provide support to the Safety Security Regulatory Program and be familiar with the regulatory requirements related to quality, nuclear, radiological, safety and security standards to include formal reportability criteria.


Major responsibilities include:

  • Maintaining the Occurrence reporting process by monitoring LSS activities; providing categorization support; and drafting, incorporating comments, and issuing reports that support the time requirements.
  • Mentor and support line organizations through the ORNL Occurrence Reporting & Processing System (ORPS) process during an event
  • Assist customers (Line Management/DOE) to ensure that ORPS processes are maintained to provide regulatory compliance support within prescribed time requirements.
  • Provide presentation to Laboratory leadership, line management, management system owners, other Battelle laboratories and other DOE complex contractors to provide program status or benchmarking as appropriate.
  • Analyzing report data to determine trends and issue periodic reports for management and DOE review.
  • Provide Daily, Complex-Wide ORPs Summary to ORNL Management and staff, as well as staff at other Laboratories.
  • Representing ORNL in DOE sponsored organizations such as the Energy Facility Contractors Group (EFCOG) as it relates to Occurrence Reporting.
  • Supporting other SSR program activities including development of DOE Noncompliance Tracking System (NTS) reports and review of corrective action closure evidence.
  • Participating on SSR review board as necessary to provide insight into evaluated events.
  • Providing oversight and guidance for issue screening for noncompliance determinations.
  • Provides verification of ACTS/NTS action closure evidence packages, including Laboratory Protection Division Incidents of Security Concern as needed.  
  • Performing management assessments of ORPS and SSR-related activities/processes as needed.
  • Trending of data related to ORPS and NTS in support of CAS reporting and management requests.


Qualifications Required: A Bachelor’s Degree in science, engineering, or a related field with 5 to 12 years of quality experience, or an equivalent combination of education and experience. Exceptional teamwork, statistical skills, and a positive, meticulous nature with a penchant for detail and precision are required attributes. Demonstrated track record of investigation analysis and problem solving is required. Ability to analyze and resolve

conflicts and ensure compliance to established requirements.  Strong computer, organizational, verbal, and written communication skills with the ability to multitask are required. Strong skills in Microsoft Excel, Word and SharePoint software are required.  Strong analytical skills, project management, and customer service experience and the ability to independently understand, follow, explain, and implement complex instructions are necessary.


Note: This position requires the ability to obtain and maintain a clearance from the Department of Energy.   As such, this position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.


Qualifications Preferred:

Strong technical background in ESH&Q as reflected in job experiences, assignments, responsibilities, conduct of operations, quality assurance, configuration management, systems operability, and related fields are desired. Auditor or assessor experience as well as proven decision-making skills are desired.
