Overview: 

The Quality Assurance Division (QAD) at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Quality Representative (QR) to provide support for the Spallation Neutron Source (SNS). The SNS produces neutrons with an accelerator-based system that delivers short (microsecond) proton pulses to a steel target filled with liquid mercury through a process called spallation. Those neutrons are then directed toward state-of-the-art instruments that provide a variety of capabilities to researchers across a broad range of disciplines, such as physics, chemistry, biology, and materials science.

 

The QR reports to the QAD Division, Accelerator and Reactor Group Lead, with deployed responsibilities and accountabilities to the Neutron Sciences Directorate ESH&Q Coordinator and Quality Manager while providing support to their assigned science & technology organization.

This position resides in the Accelerator and Reactor Group in the Quality Assurance (QAD) Division, Environment, Safety, Health and Quality Directorate at Oak Ridge National Laboratory (ORNL).  

 

Major Duties/Responsibilities: 

  • Provides leadership and support in appropriately applying quality standards and requirements based on the needs of sponsors and internal customer organizations, programs, projects and activities.

  • Provides input and insight to program, project and line management and staff concerning pre-and post-procurement processes associated with supplier-provided items and services to ensure conformance with established performance criteria and quality standards. Possible activities include:

    • Source inspections

    • Witness NDE of critical parts and assemblies

    • Review of data packages that include supplier-provided items

  • Using the graded approach as described in the ORNL QA Program Description, DOE Order 414.1D, and quality standards including ASME NQA-1-2008/1a2009 and ISO 9001:2015, review project, program, and line management and staff quality needs and apply flexible and highly variable levels of rigor based on the risks associated with a wide range of technical activities and the expectations and needs of sponsors.

  • Demonstrates and provides objective evidence of the effectiveness of ORNL’s quality program to sponsors and their assessors.

  • Performs supplier evaluations.

  • Provides QA training based on organization, program, project, and related line customer needs.

  • Reviews procurement orders, requisitions, product specifications, design specifications, and other documents for incorporation of appropriate quality controls utilizing the Laboratory’s Quality Significant Review process.

  • Provides staff with guidance concerning post-procurement receipt of items, equipment, and services.

  • Assists in implementation of nonconformance processing.

  • Assists in the development of effective corrective actions to ensure that problems and issues are initially addressed and prevented in the future using the ORNL Assessments and Commitments Tracking System.

  • Assists in the management determination of need for development of technical guidelines, procedures, and related work controlling documents.

  • Provides quality tools for nuclear and non-nuclear R&D pursuits including a wide variety of projects, programs, tasks, procurements and work evolutions.

  • Provides quality planning assistance on various projects, programs, tasks, procurements, work evolutions; provides assessments of work in progress, including work controlling and procurement document reviews.

  • Identifies and/or solves problems, assessing needs to achieve desired business results.

  • Develops project quality plans, checklists, procedures and guidance for efficient and effective deployment of all management systems necessary for satisfactory quality program implementation.

  • Works with the directorate-level Quality Manager to establish quality program priorities and needs.

  • Operates and communicates effectively and efficiently with all levels of ORNL and sponsor management concerning quality issues.

  • Establishes relationships and works effectively with both external and internal customers to meet goals and assess customer satisfaction.

  • Identifies and understands customer needs while influencing the prioritization and development of quality initiatives.

  • Builds and develops strong relationships with peers and others to exchange feedback on issues or concerns.

Basic Qualifications:

  • A BS Degree in science, health and safety, engineering, or a related field

  • A minimum of eight years of quality and/or research experience.

  • Position may require some level of travel. 

  • The incumbent will be required to obtain and maintain certifications and qualifications as required in areas such as root cause analysis, auditor/lead auditor and critique facilitator.

 

Preferred Qualifications:

  • Knowledge and previous experience in leading quality assurance efforts in support of technical activities in an operations and  R&D setting to meet various quality standards in a graded fashion.

  • High level of experience/understanding of a variety of fabrication processes and code requirements such as welding, machining, pressure vessels.

  • High level of experience/understanding with reading and interpreting technical drawings and Quality’s involvement in determining hold points for dimensional inspection, welding inspection, and non destructive examination (NDE).

  • High level of experience/understanding with verification of critical characteristics: field experience using dimensional tools and equipment, interpreting metrology documentation, dimensional inspection documentation, and raw material documentation (CMTR’s), receipt inspection, etc…).

  • Demonstrated experience in implementing the ISO 9001:2015 standard’s requirements in conduct of technical activities to meet quality requirements.  A working knowledge and previous experience utilizing other recognized quality standards including ISO 9001, 10 CFR 50 Appendix B is also desired.

  • Demonstrated ability to write well and convey clarity to highly trained and educated R&D technical management and staff.  

  • Demonstrated ability to apply multiple quality standards to a wide range of technical organizations, programs, projects and activities.

  • Exceptional teamwork and statistical skills, with attention to detail and precision, are required attributes.

  • Lead Auditor or assessor experience.

  • Strong computer, organizational, verbal and written communication skills, with the ability to multi-task.

  • Strong analytical skills; project management; customer service experience; and the ability to interpret, communicate, and implement complex instructions are necessary.

  • Excellent written and oral communication skills

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 

  • Ability to function well in a fast-paced operations and research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs

  • Strong work ethic, self-starter, independent thinker, ability to work with multi-disciplinary teams, facilitation, and training skills

  • Strong technical background in conduct of operations, quality assurance, configuration management, and related fields are desired

 

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
