Who are we looking for?

The Research and Development Systems Engineering (RDSE) Group in the Information Technology Services Division (ITSD) at Oak Ridge National Laboratory (ORNL) seeks to hire a Technical Team Lead.   In this position, much of your time will be devoted to growth and management of the team and customer relationships supporting one or more directorates and serving in a business relationship role.   The remainder of your time will be devoted to oversight of technical projects/operations supporting a customer/project directly.

 

What will you be doing?

The R&D Systems Engineering Group focuses on support researcher’s IT needs.   Staff charge directly to projects or programs, and not to a centralized budget.  Our goal is to enable research while protecting ORNL assets, especially from cyber incidents.

As a Technical Team Lead, you will be assigned one or more directorates.   RDSE staff who support those directorates will report directly to you.   Routine meetings with the customer (those providing funding) and the directorate management are needed to ensure IT needs are being met, and to manage workload as projects ramp up and down.

The remainder of your time will be spent on one of the technical positions needed to support the directorates, such as Windows or Linux Systems Administration/Engineering, DevOps Engineering, Database Administration, or other IT functions needed by the directorate.

 

Job Duties and Responsibilities:

Staff management and business relationship management activities include:

  • Performance management, including creation of yearly performance and development plans, as well as year-end assessments.
  • Routine meetings with staff to understand current projects and roadblocks. 
  • Assistance in removing any roadblocks (may require escalation).
  • Performance improvement plans, as needed.
  • Time and attendance oversight and approval.
  • Develop and manage training plan and budget.
  • Develop business relationships with customers and directorate management, understanding their business and where IT could provide services.
  • Be a sounding block for customers and directorate management, reporting back on IT issues or areas for improvement.
  • Keep customers and directorate management informed of major IT initiatives, identifying how they might affect the directorate operations.
  • Work with staff and customers to develop and/or review solutions.
  • Hire/contract for additional staff necessary to support the directorate projects.
  • Provide reports as requested, such as major accomplishments or staffing per project.
  • Project management of informal to formal projects enabling on time, on scope, and on budget delivery.

 

Technical tasks vary greatly depending on the role.   Some of those tasks could include:

  • Design, install, configure, secure, and maintain Windows or Linux systems, VMware clusters, and application software in support of project needs. Provide consulting in the selection and purchase of hardware and software systems.
  • Manage backup services.
  • Ensure configuration management utilizing tools such as Ansible.
  • Ensure the secure and effective operation of computing systems through compliance with ORNL procedures and IT Internal Operating Procedures.
  • Monitor for system issues.
  • Troubleshoot system problems quickly and effectively.
  • Work with other systems engineers and vendors to resolve hardware and software issues.
  • Answer user calls related to primary project work.
  • Develop and document system and service diagrams, procedures, and software build/install notes.

 

Basic Requirements:

  • Bachelor’s degree in a scientific field and 8 years professional computing experience (or equivalent combination of education and experience).
  • Excellent interpersonal skills suitable for communication with customers and management.
  • Good written and verbal communication skills.
  • Demonstrated ability to lead (projects, teams, etc.)

 

Special Requirement:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Experience training and mentoring groups and individuals in complex technical environments.
  • Project planning and management experience.
  • Management experience.
