Purpose:

The Oak Ridge National Laboratory (ORNL) seeks experienced Work/Project Planning & Control Management System professionals for multiple positions to support the ORNL cutting- edge scientific research mission. These positions will work as part of an integrated team that has responsibilities for the Research Work/Project Planning & Control Management System subject matter expert and point of contact. Additionally, these positions will provide operational and project management support to division staff to maintain compliance with all applicable Federal and State laws, DOE Orders, and ORNL policies and procedures regarding safety, environmental protection, space utilization, and procurement support. These positions are in the Environment, Safety, Health and Quality Directorate and reporting to the Safety and Operations Services Division

Major Duties/Responsibilities:

  • Serve as a Research Work/Project Planning and Control Management System point-of-contact (POC) by providing leadership, direction and oversight of the implementation of work control requirements.
  • Establish and oversee implementation of Research Work Planning & Control requirements at ORNL so that all work is properly planned and performed by using a level of planning commensurate to the hazards, job complexities and work coordination needs.
  • Facilitate the ORNL Laboratory Space Manager (LSM) Program, coordinating training and communications with LSMs.  Maintain listings of staff in laboratory space management roles and laboratory authorization status.
  • Ensure the principles of Integrated Safety Management are integrated into the Research Work, Planning & Control management system process.
  • Implement requirements and provide guidance for research work control including evaluation and documentation of best practices that support mission success and promote worker, public, and environmental protection.
  • Conduct assessments of activities of the programs’ elements to provide reasonable assurance that ORNL is effectively managing risks to meet current and future mission needs. Provide feedback on issues or challenges in work control processes. Address issues and commitments associated with Research Work Planning and Control.
  • Serve as the primary liaison between Division work control points of contact, line managers and mission support for work control matters. Maintain and facilitate training for Division work control and other roles.
  • Engage internal stakeholders in the development, implementation and maintenance of work control systems, as well as the identification and implementation of continuous improvement opportunities.
  • Participate in Communities of Practice (CoP) groups with counterparts from other DOE laboratories to share best practices and knowledge. Maintain awareness of work control and other requirements through participation in the RHACS User Group and other methods.
  • Engage with the Department of Energy’s ORNL Site Office counterpart(s) to ensure satisfactory implementation of DOE orders and contractual requirements.
  • Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.
  • Continually seek ways to increase operational efficiencies and improve safety culture in support of the research mission and champion initiatives to do so.

Other responsibilities could include:

  • Facilitate or participate in event critiques, causal analyses, and corrective action plan development
  • Participate in assessments at other DOE facilities to verify compliance and work control program effectiveness
  • Review procurement and subcontract activities for work control and operational requirements.
  • Participate in the review and development of division or directorate level procedures and guidelines as needed.

Qualifications Required:

  • A Bachelor’s degree in a science or operational discipline or relevant technical field (e.g. health and safety, industrial hygiene, engineering, operations, etc.) with a minimum of 8 years of experience in occupational safety, engineering discipline, ES&H, and/or project management is required. Equivalent education and experience will be considered.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy.  As such, this position is a Workplace Substance Abuse (WSAP) testing designated position.  WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Qualifications Preferred:

  • Experience working as a team player in an ever-changing, multi-discipline, multi-task and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors and operations staff.
  • Experience with work control processes working in multi-disciplinary R&D environment or supporting industrial, radiological, nuclear and/or secure facilities and operations.
  • Experience in the DOE system and ORNL systems such as the Research Hazard Analysis and Control System, Integrated Safety Management, SAMS, the Facility Service Center, and the Hazardous Material Management Information System.
  • Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis and exposure assessment activities.
  • Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.
  • Ability to work independently, under pressure, with strong problem-solving skills. Ability to prioritize work and manage multiple projects simultaneously.
  • Strong organizational and time management skills and ability to meet inflexible deadlines on own initiative.
  • Experience in lean manufacturing principals/techniques or project management is preferred.
  • Experience in Change Management principals/techniques is preferred.
