Overview: 

Oak Ridge National Laboratory (ORNL) is seeking a Project Director for the Second Target Station (STS) project. The STS is an approximately $2 Billion, Department of Energy project to be constructed at the ORNL Spallation Neutron Source (SNS).  The STS will provide transformative new capabilities for discovery science, enabling researchers to use the unique properties of neutrons to make breakthroughs in many areas of materials research and development and solve the most challenging clean energy and technology problems. The new target station will complement ORNL’s existing Spallation Neutron Source (SNS) First Target Station and the High Flux Isotope Reactor. The STS will deliver the highest peak brightness of cold neutrons in the world, which together with advances in neutron optics, instrumentation, and detectors, will ensure US leadership in neutron scattering for decades to come.

 

The STS Project Director works with the ORNL Director, the Integrated Project Team (IPT), and DOE to provide leadership and management of the STS Project, ensuring that the project’s technical, budget and schedule performance objectives are achieved in a safe and environmentally compliant manner. The STS Project Director reports to the ORNL Director and is responsible to execute the project consistent with DOE sponsor expectatons.

 

Major Duties/Responsibilities: 

  • Direct and supervise the senior project staff to effectively design, build, install and commission the STS. 
  • In coordination with the Associate Laborator Director for Neutron Sciences, provide visionary leadership of neutron scattering across ORNL and nationally.
  • Manage within the expectations of DOE Order 413.3B and communicate project status in a timely manner to ORNL management and DOE. 
  • Establish and then execute the project’s baseline within the approved technical, cost, and schedule bounds.
  • Pro-actively identify risks and manage effective risk mitigation actions.
  • Represent the project in interactions with DOE leadership and other stakeholders.
  • Request and coordinate internal and external peer reviews of the STS Project.
  • Ensure compliance with environment, safety, health and quality program requirements.
  • Maintain a strong commitment to the implementation and perpetuation of institutional values, guiding principles, and ethics.

 

Basic Qualifications:

  • Master’s degree or equivalent in engineering, the physical sciences, or related fields.
  • At least 15 years of scientific/technical management experience.
  • Proven, successful management of large, complex scientific/technical projects.
  • Exceptional communication skills with the ability to convey technical concepts to a diverse audience of stakeholders.
  • Demonstrated ability to work productively with highly skilled scientists, engineers, and project management professionals.

 

Preferred Qualifications:

  • PhD in in engineering, the physical sciences, or related fields.
  • Extensive prior experience in design, fabrication and procurement of complex technical hardware.
  • Experience with executing a DOE Order 413.3B project.
  • Experience with DOE Office of Science and/or multi-party or international construction projects.
  • Recognized leader in the neutron science or user facility community.
  • Ability to motivate/inspire team, proven ability to promote teamwork and collaboration as well as generate innovative solutions to ordinary and extraordinary challenges.
