Overview: 

Oak Ridge National Laboratory (ORNL) is seeking a Project Manager to manage the design and construction for the Second Target Station (STS) Project at ORNL. The project manager will be part of the Conventional Facilities (CF) STS Project team.

 

The STS is a >$2Billion, Department of Energy project to be constructed at the ORNL Spallation Neutron Source (SNS).  The STS will provide wholly new capabilities for the study of a broad range of materials using neutron scattering. The STS will support thousands of users from the physical, material, and applied science disciplines as well as from industry. The STS will be located at the SNS which was completed in 2006. The STS project is an approximately 8 to10 year design, construction, and commissioning project.  The STS complex will include roughly 350k gross square feet of new construction through the construction of new building structures including the Target & Instrument Building, Ring to Second Target Station (RTST) Tunnel and Service Building, Central Utilities Building (CUB), Central Exhaust Facility (CEF) Building and Central Laboratory and Office (CLO) Building.  These facilities will be acquired through design by an Architectural/Engineering (A/E) firm supported by a Construction Management /General Contractor (CM/GC) for design support and construction of the facilities. 

 

Major Duties and Responsibilities:

 

The Technical Project Lead will effectively execute the planning, development of design, construction and commissioning of the STS facilities in accordance with the expectations of DOE Order 413.3B Program and Project Management for the Acquisition of Capital Assets.  The Technical Project Lead will manage the design and construction through management of the A/E firm designers, the project cost estimator, and the CM/GC as well as provide coordination with the STS Project Team consisting of STS group leaders, scientists, stakeholders, and other technical leaders of engineering systems.

 

Duties and responsibilities include:

 

  • Provide planning, technical leadership, and management of the A/E firms design team and the CM/GC team in the development of construction scope packages.
  • Provide leadership to and between the A/E firms design team, cost estimator, CM/GC, and the STS Project team.
  • Provide proficiency in creating and implementing statements of work, systems requirements documents, project work/execution plans, BIM management plans, risk management plans, budgets and schedules, and other required Project plans to ensure deliverables are on time and on schedule.
  • Provide forward-looking scope planning to best achieve the goals of the STS Project while honoring the constraints imposed by the customer and Project stakeholders.
  • Develop technical requirements, space constraints, and interface requirements between facilities and systems related to the Target and Instrument Building, the RTST Tunnel and Service Building, CUB and CEF.
  • Calculate scope status using earned value, cost and forecasted budgets, and develop schedule activities, durations and linkages.
  • Manage the project cost estimation of scope.
  • Effectively communicate data to different audiences (i.e., technical support teams, staff, researcher, and project leadership teams).
  • Implement safe design and construction principles to ensure the facility is constructed safely and can be operated within a safe environment.
  • Pro-actively identify and develop risk registries and execute effective risk mitigation strategies.
  • Participate in internal and external peer review panels and teams.
  • Ensure construction work is performed in compliance with environment, safety, health, and quality program requirements using field verifications, and quality assurance reviews.
  • Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.

 

Basic Qualifications and Requirements:

 

  • A Bachelor of Science degree in Engineering or a licensed Architect and at least 12 years of professional technical project management experience.
  • Demonstrated ability to develop project technical requirements, plans and specifications, schedules, budgets, and proficiency in presenting project data.
  • Demonstrated ability to manage sub-contracted design with proven success in leading an A/E building design team with highly skilled architects and engineering firms.
  • Demonstrated ability to manage sub-contracted CM/GC and cost estimators.
  • Proven success in developing project requirements, plans and specifications, managing cost estimate development, and construction execution.
  • Ability to promote teamwork and collaboration as well as generate innovative solutions to ordinary and extraordinary challenges.
  • Demonstrated progressively higher levels of responsibility.

 

Preferred Qualifications:

 

  • Experience managing large (>$25M) sub-contracts for design and construction.
  • Professional Engineer (PE) or licensed Architect.
  • Project Management Professional (PMP®) certification.
  • Prior experience as a Project Manager of projects managed under the DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets.

Experience with both government and commercial design, construction, and cost estimating.
