The Laboratory Protection Division at the Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for a Safeguards & Security (S&S) Manager.  In this role you will be responsible for leading the Safeguards & Security operations for UT-Battelle, LLC (UT-Battelle).  You will lead security program planning, security operations, information security, classification, nuclear materials control and accountability, and personnel security operations, including visitor services to all ORNL organizations and operations.

 

Major Duties/Responsibilities:

  • Possess Department of Energy (DOE) security leadership experience that promotes confidence and support from senior management, peers, subordinates, and the Lab-wide community, in general.
  • Responsible for a budget in excess of $9 million/year and is supported by 35-40 professionals across five work teams.
  • Prepare and implement Lab-wide security plans and budgets.
  • Develop solutions and establish priorities often when confronted with mutually conflicting requirements and/or customer expectations.
  • Maintain relationships with key internal and external customers, and handle implementation and flow-down of DOE requirements to ORNL such that highly reliable compliance is achieved while retaining an inviting campus appearance and workplace environment.
  • Complete assigned tasks consistent with expectations including ensuring safe, secure, effective, and compliant operations which implement integrated safety and security management.
  • Authorize work and ensure work activities are performed in compliance with applicable laws, regulations, policies, and procedures (particularly 10 CFR 824 and 851).
  • Interpret DOE Orders and ensure programs are implemented through ORNL management systems in accordance with requirements, while assisting the Laboratory in achieving its scientific endeavors.
  • Serve as the ORNL Alternate Facility Security Officer and maintain frequent communication with UT-Battelle senior leadership, DOE-ORNL Site Office, DOE-Oak Ridge Office, and DOE Headquarters personnel.
  • Serve as primary security interface to other prime contractors performing work on the ORNL site.
  • Is recognized as the Lab-wide authority for all aspects of plans, procedures, and processes which implement DOE S&S requirements for UT-Battelle.
  • Ensure performance assurance by assessing system effectiveness and addressing performance and implementation issues identified from customer feedback, staff suggestions, and other assessment activities.
  • Build and maintain a work environment which promotes collaboration, performance, feedback, recognition, mutual respect, and employee engagement.
  • Identify staffing needs; recruit, select, and retain highly qualified and diverse staff.
  • Establish and ensure an open and supportive working environment where staff report issues and concerns.
  • •Ensure staff is properly trained to meet present and future needs by building new competencies and supporting long-term staff development.

 

Basic (or Required) Qualifications:

  • A Bachelor's degree in Business Administration or other relevant area.
  • A minimum of ten (10) years of relevant experience with DOE security and/or safeguards operations with a minimum of three years in a managerial capacity.
  • Must thoroughly understand and be able to discuss DOE Order 470.3C, Design Basis Threat.
  • This position requires an active DOE “Q” security clearance with the ability to maintain it. As such, this position is a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an on-going random drug testing program.  This position is required to obtain and maintain an SCI clearance.

 

Preferred Qualifications:

  • Broad knowledge of, and experience in, the general administrative practices for personnel, budget, and commitment management.
  • Computer skills, including proficiency with MS-Office software.
  • Excellent customer relations and communications skills.
  • Able to maintain effective working relationships and communication with senior level and subordinate management and staff as well as lab-internal and federal customers.
  • Highly dependable and able to work both independently and as a member of a team.
  • Excellent problem solving and verbal and written communication skills.
  • Requires ability for 24/7 emergency response when needed.
  • Requires some travel and working beyond a normal 40-hour work week schedule.
