Overview:

The Safety and Operations Services Division (SOSD) within the Environment, Safety, Health and Quality (ESHQ) Directorate at the Oak Ridge National Laboratory (ORNL) seeks to hire exceptional and proven candidates to fill Group Leader roles in several areas. The successful candidates will provide leadership, management, guidance and technical expertise to staff aligned in one or more of the following functional areas of SOSD:

  • Research Operations Support
  • Work/Project Planning and Control Management System
  • Electrical safety support staff and programs
  • Chemical and hazardous materials management staff and systems.

The selected candidates will be responsible for developing, planning, organizing, coordinating and monitoring implementation of safety and work control programs. The Group Leaders will be responsible for managing the day-to-day operations of the organization (budget, planning, staffing, recruiting, business plan execution, etc.) while developing the technical and organizational strengths of the programs and deployed staff. The selected candidates will interface with various stakeholders across the organization to ensure safety and work control requirements are properly implemented in support of the ongoing mission.

Major Duties/Responsibilities:

Serve as primary technical resource for issues related to their functional scope, including research operations, electrical safety, lock/tag/verify, and/or chemical safety / hazardous materials management programs and implementation. The respective Group Leaders will provide advice and counsel to ORNL in matters related to the functional areas they oversee. The specific Group Leader roles will involve one or more of the following roles based on candidate qualifications and expertise:

  • Participate in development and execution of SOSD business plans, budgets, staffing, recruiting, subcontracting and professional development initiatives to attract, develop, motivate and retain highly qualified and diverse staff. 
  • Provide professional health and safety program support to all levels of ORNL staff and management.
  • Provide expertise and oversight of research operations support to ORNL research organizations. This includes working with mission support organizations to enable research.
  • Oversee the development, maintenance, and implementation of assigned Laboratory Health and Safety (H&S) programs as reviewer and management system point of contact; may serve as author and subject matter expert for some programs.
  • Research, interpret, and develop standards and procedures for compliance with accepted standards and guidelines.
  • Participate in inspections, assessments and audits, and advises management on regulatory requirements.
  • Develop and administer policies and procedures pertaining to H&S programs and/or research operations support consistent with applicable federal and state laws and regulations, Department of Energy (DOE) requirements, and UT-Battelle policy within the Standards Based Management System.
  • Manage the development, implementation, and application of necessary data tracking systems for H&S and research operations programs. This includes implementation of tracking systems to ensure data are evaluated for favorable or unfavorable trends, implementation of tracking systems to monitor corrective actions taken on recommendations resulting from internal and external assessments and audits, and management of formal programs to meet reporting requirements.
    • Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.
    • Continually seek ways to increase operational efficiencies and improve safety culture in support of the ORNL mission and champion initiatives to do so.
  • Expected to serve in a role in support of the ORNL Emergency Response Cadre and as such will be on call.

 

Other responsibilities could include:

  • Serve in one or more of the roles listed below, within a research environment to ensure workplace hazards have been identified and properly controlled, as well as to maintain compliance with applicable safety standards and requirements.
    • Qualified Health and Safety Professional (QHSP)
    • Division Laser Safety Officer (DLSO)
    • Division Electrical Safety Officer (DESO)
    • Electrical Equipment Inspector (EEI)
    • Pressure System Custodian
    • Technical Project Officer (TPO)
  • Facilitate or participate in event critiques, causal analyses, and corrective action plan development.
  • Participate in assessments to verify compliance and program effectiveness associated within a particular Directorate and/or lab wide.

 

Qualifications Required:

  • Position requires a bachelor’s degree in public health, safety, industrial hygiene, engineering or related technical field, with a minimum of ten years of experience as well as at least three years of experience in management or an equivalent combination of education and experience.
  • Field implementation of DOE’s Integrated Safety Management (ISM), and DOE’s Worker Safety and Health Program (10 CFR 851).
  • Management experience in research operations, electrical safety, occupational and/or construction safety.
  • Excellent oral and written communication skills, interpersonal and influencing skills. Ability to effectively interface with DOE and UT-Battelle management and staff at all levels.
  • Current DOE security clearance or ability to obtain a clearance.
  • Self-motivated and organizational skills to enable planning, execution, and implementation in a timely manner.
  • Demonstrated team leadership experience and ability to achieve results through diverse cross-functional teams.

 

Qualifications Desired:

  • Experience in the DOE complex and ORNL systems such as the Research Hazard Analysis and Control System, Integrated Safety Management, SAMS, the Facility Service Center, and the Hazardous Material Management Information System. 
  • Assessment, investigation, and Human Performance Improvement experience is highly desirable.
  • Demonstrated knowledge and experience with project management discipline and management systems.
  • Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Electrical Safety Compliance Professional (CESCP), Certified Utility Safety Professional (CUSP) and/or Certified Hazardous Materials Manager (CHMM) are desired depending on the role.
