Overview:

We are seeking a Target Systems Manager for the Second Target Station (STS) Project who will lead the Target Systems team in designing and building the neutron producing spallation target/moderator system for STS. This position resides in the STS Project in the Neutron Upgrades Project Office at Oak Ridge National Laboratory (ORNL).

 

The STS is an approximately $2B Department of Energy (DOE) project to be constructed at the ORNL Spallation Neutron Source. The STS will provide wholly new capabilities for the study of a broad range of materials with neutron scattering and support thousands of researchers from the physical, materials, and applied scientists and industry. The science capabilities provided by the STS will complement those of the two existing DOE Office of Science neutron scattering facilities at ORNL, the first target station of the SNS and High Flux Isotope Reactor. The STS will produce the highest peak brightness of cold neutrons in the world.

 

The Target Systems Manager provides leadership and coordinates the design, procurement, installation and testing of all target subsystems. Major target subsystems include the neutron producing target, cryogenic moderators, target monolith components and shielding, process systems, and the associated infrastructure to operate and maintain them. These systems accept the SNS proton beam and produce the high brightness cold neutron beams needed for science. Design of most of these subsystems is expected to complete in calendar year 2026 with procurement and installation following.

 

Major Duties/Responsibilities:

  • Develops and manages Target Systems scope, schedule, and budget.
    • Review and approved major Target Systems procurement packages.
    • Develop and maintain project level interface control documentation. Review and approve high-level design documentation including Systems Requirements.
    • Directs the efforts of Control Account Managers/Technical Project Officers responsible to deliver Target sub-systems.
    • Ensure compliance with project Environment, Safety, Health and Quality requirements.
  • Serves as the primary interface with STS project leadership for Target Systems.
  • Works with other STS managers to ensure effective integrated design.
  • Prepares reports, presentations, analyses, and responses to recommendations from advisory and review committees.
  • Represents the STS Project by participating in and presenting project information at reviews, conferences, and workshops.
  • Collaborates with relevant external institutions to improve spallation neutron producing target technologies and supporting infrastructures leading to robust operations.

Basic Qualifications:

  • A BS degree in science, mechanical engineering or a related discipline.
  • A minimum of 10 years of experience in leading diverse technical teams that may include scientists, engineers, designers and technicians.
  • Proven success in delivering complex, first-of-a-kind equipment/systems within the context of a major project.
  • Excellent written and oral communication skills.

 

Preferred Qualifications:

  • An advanced degree in science, mechanical engineering or a related discipline.
  • Experience designing and building high-power targets at accelerator facilities.
  • Familiarity with US Department of Energy expectations for management of large capital projects.
