Security Performance Management Analyst

We are seeking a Performance Management Analyst.  This position resides in the Laboratory Protection Division, part of the Facilities and Operations Directorate at the Oak Ridge National Laboratory (ORNL).


Major Duties/Responsibilities: 

  • Providing support to LPD and Facilities and Operations management for business planning; setting objectives and goals to support successful implementation of the Lab Agenda and the Performance Evaluation and Measurement Plan.
  • Coordinating implementation of applicable Department of Energy (DOE) orders, guides, and technical standards to meet ORNL contract deliverables.
  • Serving as an authorized Derivative Classifier and Unclassified Controlled Nuclear Information (UCNI) Reviewing Official.
  • Serving as the Standards-Based Management System Point of Contact (POC) for the Emergency Management System and/or Safeguards and Security Management System.
  • Providing support for development and issuance of LPD internal procedures and plans through the Enterprise Document and Record Management (EDRM) system.
  • Serving as a Quality Significant Reviewer (QSR) for applicable LPD procurements.
  • Serving as a Safety Regulatory Officer (SRO) for reviewing LPD issues for regulatory noncompliances, and as a subject matter expert for evaluation of all ORNL security issues under 10 CFR Part 824.  Leads the implementation of UT-Battelle’s 10 CFR 824 Program.  Requiring knowledge of the elements of the DOE Safeguards and Security Program and familiarity with the Price Anderson Amendment Act (PAAA).
  • Conducting critiques of events as a qualified critique facilitator for LPD events, and ORNL events as applicable.
  • Conducting self-assessments of LPD processes and serving on assessment teams, as applicable.
  • Implementing the issues management process for LPD reportable events, external and self‑assessment findings, and opportunities for improvement.
  • Coordinating with the Information Management Team to evaluate, monitor, and close out Incidents of Security Concern (IOSCs).
  • Conducting root cause analysis and apparent cause analysis for LPD issues, and ORNL issues as applicable.
  • Assisting LPD management in corrective action plan development and documentation.
  • Developing and tracking LPD performance metrics.
  • Performing monitoring and trending of LPD issues and corrective actions to assure timely closure.
  • Performing and documenting validation and verification for closure of LPD issues.
  • Supporting development of Lessons Learned and other performance improvement efforts.
  • Developing LPD performance documentation for inclusion in quarterly and annual reports.
  • Serving as a Quality Assurance Coordinator (QAC) per defined Roles, Responsibilities, Accountabilities, and Authorities (R2A2s).


Basic Qualifications:

  • A Bachelor’s degree in Science or Engineering, or equivalent.
  • Minimum of five years’ experience in emergency services and/or safeguards and security. An equivalent combination of education and experience may be considered.


This position requires an active security clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.


Preferred Qualifications:

  • A Master’s degree is preferred. 
  • Strong analytical and writing skills.
  • Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.
  • Computer skills and competence with Microsoft Office Suite to include Word, Excel, and PowerPoint products.
