Overview:

We are seeking a Senior Procurement Officer who will provide senior level subcontract management support for a large construction project for a new data center. This position resides in the Contracts Division in the Business Services Directorate at Oak Ridge National Laboratory (ORNL). ORNL is managed by UT-Battelle, LLC.

 

Major Duties/Responsibilities:

  • The successful candidate will provide subcontract support to the Oak Ridge National Laboratory (ORNL), with an emphasis on large construction purchases, including design and facility construction support. Candidate will attend in-person meetings on site, supporting the project team in all business-related activities and creative contracting solutions.
  • The successful candidate will be responsible for awarding and managing special and unique subcontracts (particularly those of programmatic significance, large dollar value, complex subcontracts, etc.).
  • Will represent the Contracts Division with key customer leadership, providing consulting support for scheduling and execution.
  • May serve in a leadership role on process improvement teams, or as a Team Lead in their respective working group as needed. 
  • Work responsibilities increasingly involve mentoring other staff, as well as Customer Relationship Management activities, and subcontract closeout.
  • These responsibilities also include the following: pre-procurement planning with customer, pre-proposal conferences, facilitating management reviews, leadership of subcontract negotiations, participation on process improvement teams, award of evaluated/best-value procurements, and subcontract closeout.
  • Work is governed by and must meet the quality standards of the UT-Battelle’s standard procurement practices and procedures.
  • Exerts increasing latitude in determining objectives and approach to work assignments.
  • Serves as a resource to Contracts management in determining Contracts Division goals and support strategies for Laboratory customers. 
  • Able to demonstrate knowledge of a wide range of principles, theories, professional competencies & work methods plus knowledge of other disciplines and functions.
  • Significant experience applying & demonstrating accumulated knowledge and contract leadership capabilities.

Basic Qualifications:

  • BS/BA degree with a minimum of 12 years of relevant contracts administration experience.
  • Construction contract/subcontract experience is required.
  • Customer service oriented with the ability to communicate effectively with senior level leadership. 
  • Excellent communication skills, written and oral, and able to work effectively with a variety of individuals at all levels of ORNL and government organizations. 
  • Working knowledge of FAR, DEAR and DOE procurement regulations, policies, and procedures.
  • The candidate must possess the ability to function in a fast-paced business environment requiring a high degree of accuracy. 
  • Excellent attention to detail and well-developed written and oral communication skills. 
  • Requires proficiency in PC Microsoft Office, word processing, spreadsheets and databases, such as Excel, Adobe Acrobat and Word. 

 

Preferred Qualifications:

  • Construction experience related to large projects and/or data centers is highly desirable.
  • Q clearance is desirable
  • Experience with Ariba is highly desirable.
  • MS degree in supply chain management, legal, accounting, finance or other business field desired, or a Bachelor’s/Master’s in an engineering field.
  • Familiarity with ORNL business systems, including SAP or Ariba, is highly desirable.
  • Contracting professional certifications desired - Certified Professional Contract Manager, Certified Federal Contract Manager, etc.
  • Experience supporting engineering projects, including reviewing/interpreting Statements of Work and engineering documents is a plus.
  • Advanced level of knowledge and experience applying procurement practices and procedures, plus track record managing complex projects for large customers or Contracts management.

Security, Credentialing, and Eligibility Requirements:

  • This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
  • Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
  • To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

 

Hybrid Eligibility:

This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
