Overview:
We are currently seeking qualified applicants for a Senior Technical Professional in the Cyber Resilience and Intelligence Division. The Senior Technical Professional position affords the unique opportunity to work with a group of talented R&D professionals and establish ORNL as a premier R&D organization by enabling true impact on critical national security missions through a team-based approach and commitment to excellence. This position is to increase Oak Ridge National Laboratory’s (ORNL) science contributions and program development across the national security community. With a primary focus on program execution and sponsor relationship management for cyber resilience programs, this position will enable matching mission requirements and ORNL capabilities, facilitating funded project execution, and related program development of cyber resilience programs. This position will apply sound program management principles to cyber resilience programs which align with the overall goals of the National Security Sciences Directorate.
Major Duties/Responsibilities:
- Program management of research and development projects that include managing researchers, budgets, and timelines.
- Interacting with sponsors and providing knowledge of key sponsor needs/requirements back to R&D staff.
- Working with assigned line management to identify needed facilities, equipment, and expertise to respond to changing capability needs.
- Communicating program requirements to all team members, ensuring requirements are known and met.
- Administering financial and programmatic reporting aspects of ongoing projects.
- Ensuring products and services meet customer needs.
- Develop and communicate sponsor’s current and emerging challenges, capability needs, and funding opportunities to inform ORNL staff as appropriate.
- Identification of funding opportunities and retaining existing opportunities for R&D staff to support the sponsor.
- Administering proposal preparation and submittal process for ongoing and new projects.
- Advocate thematic initiatives and thrust areas with assigned sponsors, representing ORNL where appropriate in outreach efforts, participating in meetings, and coordinating with ORNL leadership and researchers for engagement with NSP agencies.
- Communicating and supporting strategies for the creation, protection, and use of intellectual property.
- Facilitating collaborations and teamwork with other ORNL organizations.
Qualifications Required:
- Master’s degree in applicable field and a Project Management Professional (PMP) certification.
- Demonstrated expertise in project management; including strategic development, budgeting, and assessing project health.
- Experience managing schedule and statement of work mapping and tracking for multi-million dollar projects.
- Experience with analyzing, developing, planning, and coordinating information and processes, including writing requirements, and communicating intelligence with stake holders.
- Experience with coordinating and synchronizing staff training, management, and operations.
- Successful applicant must be fluent in English and possess superior interpersonal, verbal, and written communication skills, along with an ability to work effectively adapt to management of competing program priorities.
- This individual must possess considerable initiative, artful organizational skills, and the ability to drive convergence and resolution to challenges of substantial importance to ORNL and the National Security community.
- Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.
Qualifications Desired:
- Ability to manage multiple high visibility projects at once
- Experience supporting international projects
- Experience working for or collaborating with DOE National Laboratories (or similar R&D organizations).

Special Requirement:
This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may be also be subject to random polygraph testing.
