Overview: 

We are seeking a Small Business Program Officer who will focus on providing support to our small businesses and support activities for the ORNL Small Business Programs Office. This position resides in the Strategy and Performance group in the Contracts Division, Business Services Directorate at Oak Ridge National Laboratory (ORNL).  

 

As part of our Contracts team, you will…

 

Major Duties/Responsibilities: 

  • Provide support for all small business reporting requirements, including reports to the Department of Energy
  • Respond to daily requests for assistance from small businesses
  • Assist in managing internal and external small business program activities and events including conferences, awards programs, and the ORNL Mentor-Protégé Program
  • Attend local small business events and meetings, seeking businesses to support ORNL programs in various socio-economic categories
  • Meet with procurement officers to identify gaps/categories that require more proactive engagement to fulfill our SB Plan goals.

 

The Strategy and Performance Group in the Contracts Division at Oak Ridge National Laboratory (ORNL) manages the ORNL Small Business Programs Office. All activities of the office are focused on ensuring that ORNL makes its best effort to meet or exceed annual small business goals. The Small Business Program Officer will act as the the main support for the small business program, including managing multiple small business reporting functions such as the eSRS system of collecting, filing, and approving small business subcontracting plans from large businesses, quarterly reporting to the DOE site office, and biennial reporting on the DOE Mentor-Protégé Program, attending small business events and conferences, etc. The position will assist the Manager, Strategy and Performance, in reviewing bid lists for acceptable small business utilization and non-competitive justifications for accuracy and adherence to proper format.

 

The Small Business Program Officer may also be called upon to support other functions within the Strategy and Performance group, such as catalogs-related functions and activities. Occasional travel may also be requested. Assistance to the Manager may be requested to schedule travel and arrange for transport of booth/educational materials for travel. Additionally, assistance with internal or external small business events will be needed, including assistance with planning events or communicating with external event hosts.

 

The Small Business Program Officer will be a trusted point of contact for multiple small business-related tasks, including answering inquiries from companies interested in doing business with ORNL. The position will also assist in maintaining and updating the ORNL Small Business Website, including posting new business opportunities.

 

It will be helpful for the Small Business Program Officer to be knowledgeable in government small business regulations.

 

Basic Qualifications:

  • A Bachelor’s degree in business administration, communications, or a related discipline
  • Experience providing customer service to internal and/or external clients

 

Preferred Qualifications:

  • A minimum of 2-3 years of experience in administrative work in a corporate environment
  • Experience working within procurement systems such as Ariba, etc.
  • Excellent written and oral communication skills
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
