The Field Intelligence Operations Division (FIOD) seeks applicants with experience in project administration to assist Lead SIPP Coordinator in processing and acceptance of Strategic Intelligence Partnership Program (SIPP) proposals/funding in support of the National Security Sciences Directorate (NSSD) at Oak Ridge National Laboratory (ORNL). The SIPP enables the Department of Energy’s (DOE) world-class research, scientific and engineering expertise to help solve the Intelligence Communities (IC) most difficult technical problems, through an extensive network of DOE facilities. The applicant will report to the FIOD Director and work closely with the SIPP Program Director, ORNL management and sponsors.

 

 

Major Job Duties and Responsibilities

The applicant will be responsible for providing project administration expertise with the following major duties and responsibilities:

  • Perform reviews of SIPP Project Proposals upon receipt to ensure the projects meet compliance with Department of Energy (DOE) requirements, DOE Orders and ORNL policies.
  • Coordinate additional reviews/approvals when required to ensure all proposals, questionnaires, justifications and supporting documentation will obtain ORNL Site Office (OSO) approval.
  • Perform detailed funding review of SIPP Proposal SOWs and approved SIPP Funding packages to meet compliance with all requirements of DOE Office of Intelligence and Counterintelligence (IN) and the ORNL Site Office.
  • Input detailed proposal/funding package submissions into databases managed by ORNL (SPPS System) and DOE-IN in a timely manner to ensure all approvals are received.
  • Coordinate all correspondence to ORNL Principal Investigator (PI), ORNL Program Manager (PM) and Sponsors to ensure all required modifications for SIPP Project Proposals and SIPP Funding Packages are resolved in a timely manner to obtain final approvals.
  • Prepare SIPP Project Proposal Executive Summaries for FIOD Director and SIPP Program Director’s review/approval for submission to DOE OSO Deputy Site Manager for final approval.
  • Liaison with DOE-IN, HQ SIPP Analysts, SIPP Sponsors and DOE-OSO Contracting Officer and/or Intelligence Program Manager for all SIPP Project Proposals and SIPP Funding Packages.
  • Act as invoicing point of contact for sponsors who utilize classified communication systems only.
  • Maintain all final approved unclassified and classified proposal/funding files and supporting documents.

 

 

Required Qualifications

  • Demonstrated ability and willingness to acquire new knowledge and learn new skills is essential 
  • Strong written and oral communication skills are essential
  • Ability to work independently and collaborate with team members
  • Ability to interact with sponsors and officials from other government agencies
  • Occasional domestic travel
  • This position requires the ability to obtain and maintain a Top-Secret Q clearance with Sensitive Compartmented Information (SCI) access from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you will be subject to random polygraph testing.
