Overview:  

The Oak Ridge National Laboratory (ORNL) seeks to hire a Program Manager to lead the Systems & Process Inspection (S&PI) Team in the Surveillance and Inspection Group of the Fabrication, Instrumentation & Inspection Division for the Facilities and Operations Directorate. This position will hold overall responsibility for the administrative and technical operations of ORNL’s S&PI Program.

 

This Technical Staff Member will support research, maintenance, and laboratory infrastructure by leading ORNL Material Receipt Inspection along with the testing and inspection of new and installed sytems including: HEPA Filters and Exhaust Ventilation, Pressure Vessels, Pressure System Safety Relief Devices, and Backflow Prevention Assemblies. These activities are imperative to the enforcement of codes and verification of the functional integrity of components intended to prevent significant economic loss or safety and health hazards to personnel, the environment, systems, building structures, and equipment whether by mechanical failure or the incorporation of damaged, counterfeit, or otherwise suspect items into mission-critical operations.

Major Duties/Responsibilities: 

  • Serve as the S&PI Program Manager for ORNL

  • Provide direct supervision and technical guidance to program engineers and technicians  

  • Develop program requirements for the training and certification of staff

  • Ensure the development and implementation of work controls, processes, and procedures necessary for inspection, calibration, installation, and maintenance so that work can be performed in a safe, compliant, and effective manner minimizing interruptions or negative impact on customers.

  • Interface with equipment owners to answer basic code questions, discuss inspection results, and to verify the adequacy of corrective actions while demonstrating strong customer service skills and a collaborative approach to problem solving.

Basic Qualifications:

  • BS degree in any educational field which would attest to excellent communication (written and verbal) and interpersonal skills needed to interact with colleagues, technicians, craftsmen, and vendors

  • A minimum of 8 years of field experience with documented training and education related to at least 2 of the following disciplines: Receipt Inspection, HEPA filter aerosol leak testing, Industrial Ventilation System Diagnostics & Troubleshooting, ASME Pressure Vessel Construction and Inspection Requirements, NBIC / ASME Design, Sizing, Construction, Testing, and Inspection of Pressure Relieving Devices, Cross Connection Controls and Competency in Testing and Evaluation of Backflow Assemblies.

 

Preferred Qualifications:

  • Advanced education or completed degree focused on a mathematics, science, or engineering field

  • Motivated self-starter with the ability to lead and participate in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

  • Experience with the A2LA Accreditation process or equivalent

  • A strong working knowledge of ASME Codes, ASTM, NBIC, ANSI and ISO Standards

  • Active participation in one or more professional engineering or technical societies

 

Special Requirements:  

  • Physical Requirements: Work involves various physical requirements and working conditions. This includes the ability to see near and far in addition to perceiving both depth and color. As such, a pre-hire physical will be required after offer.

  • Export control: This position requires access to technology that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.

  • HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.

  • Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Visa sponsorship: Visa sponsorship is not available for this position.
