The Office of Integrated Performance Management at the Oak Ridge National Laboratory (ORNL) seeks a qualified applicant to serve as a technical information officer (TIO) and public release official (PRO).  This position is responsible for providing public release process expertise to ORNL staff.  The position will assist staff with the public clearance and dissemination of ORNL scientific and technical information (STI) and other information in accordance with statutory and regulatory laws, executive orders, and other Department of Energy (DOE) requirements.  The position must also provide guidance and assist staff with information protection questions as part of a support center.


The position will coordinate and assist with required reviews of ORNL STI and other information prior to its release outside of ORNL.  Coordinated reviews may include derivative classification (DC), unclassified controlled nuclear information (UCNI), and controlled unclassified information (CUI), to include Privacy Act and export-controlled information, proliferation sensitive, and business and proprietary sensitive. The position will authorize public release of information for ORNL.


Major Duties/Responsibilities: 


The position is responsible for coordinating review and release requirements by ensuring a thorough review is conducted by appropriate subject matter experts for ORNL STI and other information that may require protection as outlined in the Atomic Energy Act of 1954 (AEA), applicable executive orders and federal regulations (10 CFR 1045, 10 CFR 1017, 32 CFR 2002, etc.), and DOE orders and directives (DOE O 241.1, DOE O 206.1, DOE O 471.3, etc.).  The applicant will be responsible for maximizing the availability of STI resulting from DOE research and development (or use of DOE facilities), while ensuring the safeguarding of national security, export-controlled information, intellectual property rights, personal privacy, and other types of sensitive information.


This role requires the following duties:


  • Coordinate and assist with required reviews of information for staff to determine if STI or other information may be publicly released.
  • Analyze input from required reviews and provide a determination on public release.
  • Provide customer support by assisting staff with general information protection questions through a support center or by other contact means.
  • Identify STI or other information that requires protection or control in accordance with federal regulations and DOE/National Nuclear Security Administration (NNSA) classification and CUI policies and guidelines.
  • Maintain a thorough knowledge and understanding of the Federal classification and CUI policies, laws and statutes, and public release standards.
  • Maintain operational awareness of classification and CUI issues.
  • Identify any impacts of applicable changing requirements on the public release process.
  • Develop and maintain lab-wide and internal operating procedures for the release of information to the public related to Freedom of Information Act (FOIA), Privacy Act, STI, and other information.
  • Verify appropriate announcement, availability restrictions, and required markings have been applied prior to releasing STI in accordance with statutory, regulatory, executive order, and/or other DOE requirements.
  • Assist with outreach to increase staff awareness on processes for releasing information to the public, as well as resources available to them for ensuring sensitive information is properly identified and protected.
  • Help ORNL staff maintain a healthy awareness of the CUI areas and the resources available to them for ensuring CUI is identified and protected.
  • Support classification and UCNI reviews of documents and material in the area(s) of authority.
  • Stay current on emergent technologies and research in ORNL’s research activities.
  • Respond to requests from DOE’s Office of Scientific and Technical Information (OSTI) for release of information.


Basic Requirements: 


This position requires the applicant to have a thorough knowledge of classification principles, public release policies, and modes of information release.  The applicant must possess an understanding and have experience with applicable federal laws and other regulations, as well as DOE Orders that govern the release of information.


This position requires analysis of complex scientific and other information to determine when and what type of reviews are needed (e.g., classification, UCNI, etc.) and when public release is authorized.


The position must possess knowledge in the management and requirements of STI and other information as federal records.  The applicant must have knowledge of classification/UCNI guidance, strong verbal and written communication skills, and strong interpersonal skills with a focus on providing excellent customer support. Excellent analytical and interpretation abilities are needed for applying current classification guidance in such areas as nuclear non-proliferation, arms control, foreign policy, chemical and biological weapons, intelligence and counterintelligence, isotope enrichment, nuclear material production and processing, nuclear weapons, radiological weapons/emergency response, or safeguards and security.



Minimum Education:


  • This position requires a bachelor’s degree plus five years of relevant experience in classification, UCNI, export control, FOIA, public release, or STI management. 
  • This position requires an active "Q" Security Clearance.  As such, this position is a Workplace Substance Abuse Program (WSAP) testing designed position.  WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
  • This position requires the ability to obtain certification as an ORNL DC and UCNI Reviewing Official (RO), to maintain a thorough knowledge and understanding of area(s) of authority, and to competently execute the DC/UCNI RO role(s) within the boundaries of the authority letter(s). 


Preferred Requirements:


  • Master’s degree
  • Experience in working with Privacy Act, FOIA, and the Energy Employees Occupational Illness Compensation Program Act
  • Current authority as a DC and/or UCNI RO
  • Training and experience in export-controlled information
  • Experience in working with classified computing
  • Knowledge of process and control equipment used for special nuclear material production operations that occurred at various sites during the Manhattan Project era
