Overview:  

We are seeking a Technical Operations Manager who will focus on Security and Network infrastructure systems. This position resides in the Data and Communications Services Group (DCS) in the Fabrication Instrumentation and Inspection Division (FIID), and Facilities and Operations Directorate (F&O), at Oak Ridge National Laboratory (ORNL).  

 

As part of our team, you will ensure that the instrumentation and controls-based equipment associated with security and network systems utilized throughout the Oak Ridge Reservation (ORR) are operational and can produce traceable data in a safe, reliable, and economical manner. DCS ensures systems are installed, inspected, calibrated, and maintained in accordance with environmental, safety, health, and quality requirements. The Technical Operations Manager has technical oversight responsibility for design/management of network, fiber and security systems installation and operation, as well as design/management of LAN, Wireless networks, Audio Visual systems, and Spectrum management for quality and compliance requirements. Requirements could include but are not limited to DOE Price-Anderson Amendments Act (PAAA), ASE Nuclear Quality Assurance-1 (NQA-1), National Electric Code (NEC), Building Industry Consulting Service International (BICSI) and Federal Communications Commission (FCC). ORNL’s ability to apply and maintain compliance with these or similar requirements depend on the ability of Data and Communications Services group to provide technical oversight.

 

The successful applicant will provide technical and quality oversight for network and security systems on the ORNL site and other facilities on the ORR. Working independently, they will solve technical problems as well as support technical projects and functions related to their role. They will support Senior Technical Staff on the execution of the programs and project management by providing technical drawings, schedules, quotes, leading field installation. In addition, they will have approval authority for commissioning.

 

Major Duties/Responsibilities: 

  • Under limited supervision direct, oversee and provide technical solutions for the implementation of industry standards and ORNL work controls necessary for work to be performed in a safe, compliant, and effective manner.

  • Provide leadership that fosters an open and supportive working environment where staff can report issues and concerns without fear of retribution.

  • Provide technical assistance, oversight and/or direction to ensure that customer systems are installed, inspected, calibrated, and maintained in accordance with environmental, safety, health, and quality requirements.

  • Develop and review with other technical support services proper work authorization documents to ensure they exist before any planned modifications to existing facility infrastructure commences.

  • Serve as Technical Project Officer (TPO) when necessary to make use of various subcontract services, such as subcontracted installations, repairs, and/or specialty inspections ensuring the subcontractor properly executes work according to the agreed terms and conditions.

  • Represent the DCS organization in providing solutions to technical problems associated with networks, security systems and/or assigned projects.

  • Analyze causes to resolve non-conforming work and departures from documented policies and procedures and ensure adherence to quality manual and applicable accreditation body requirements (including ISO 9001, ISO 14001, NEC, BICSI, and UL508A.)

  • Ensure system design operate within design specifications ensuring simplicity and ease of use for end users.

  • Provide technical drawings and supporting documentation for these systems, as-builts, redlines, or design changes.

  • Assist other technical professionals with experience and knowledge of Telecom infrastructure, applicable standards, and compliance.

  • Serve as the point of contact for security systems and/or other assigned DCS projects.

  • Provide absence relief coverage for area Technical Operations Managers in Telecom Infrastructure Design (OSP) (ISP), Local Area Networks (LAN), Wireless Networks, AV systems and make decisions on their behalf.

  • Provide input to the business planning process to ensure equipment can be procured within budget then maintained in an operable state, based on both client and working standards. Recommend to upper management equipment needed to fulfill the organizational quality program requirements and/or future client needs. Provide input on how to make optimum use of the resources of the organization (i.e., Supply Chain Management).

  • In conjunction with the supervisor, develop operational performance goals for the work center, monitor progress, and address performance excursions in a timely and professional manner with the intended purpose of overall improvement of processes, systems, and services.

Basic Qualifications:

  • BS degree in engineering, engineering technology or other relevant degree with a minimum of five years of experience in networking or security system support, Local Area Networks (LAN), Wireless Networks, or other relevant fields.  A relevant combination of experience and education will be considered.

  • A basic professional level of experience applying technical principles, theories, professional competencies, and application techniques of the above-mentioned disciplines.

 

Preferred Qualifications:

  • Familiar with spectrum management and DOE regulations is desirable.

  • Excellent written and oral communication skills.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

 

Special Requirements:

  •  Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
