The Neutron Technologies Engineering (NTE) section is seeking a Technical Project Specialist who will focus on supporting technical staff in the planning and execution of instrument upgrade projects. 


As part of the Neutron Technologies Division (NTD) within the Neutron Science Directorate (NScD), the NTE section performs engineering design and development for neutron scattering instruments at the High Flux Isotope Reactor (HFIR) and the Spallation Neutron Source (SNS).  The section also provides design, manufacturing, survey, alignment, and metrology services to NTD and other divisions across the laboratory.  


As a Technical Project Specialist, you will perform project management duties, including oral and written communication with the internal ORNL sponsor group. You will monitor budget needs and expenditures for multiple projects at various technical readiness levels. You will provide technical input and guidance into new proposals while assisting with proposal writing and submission. You will assist in preparing technical documents, processing documents for review and approval, through ORNL’s internal policies/procedures. You will be responsible for inputting documents into the document management system. A large part of the role will be serving as a liaison between ORNL and project sponsors to ensure project expectations and deliverables are on time and within the budget. 


Major Duties/Responsibilities:   

  • Manage detailed project plans, schedule, and prepare status reports 

  • Support the management of Instrument Improvement Projects (IIP), Mid-scale projects, continuous improvement projects, and major design and manufacturing projects from proposal to closeout 

  • Support the development of consistent costing and reporting processes for projects within the section 

  • Assess project issues and develop resolutions to meet goals and objectives 

  • Develop, assemble, and properly process project documentation  

  • Improve existing procedures or assist in creating new procedures for efficiently and effectively processing project documents 

  • Responsible for the planning, coordination, and final preparation of the budget for multiple projects 

  • Prepare regular reports on project status towards the achievement of milestones and budget  

  • Support other programs as needed including coordinate quarterly reporting, assist with Fieldwork Proposals (FWP) and preparation of Funding Opportunity Announcements (FOA)responses as needed. 


Basic Qualifications: 

  • A bachelor’s degree from a four-year accredited institution in business, the sciences, communication, English, or a related discipline 

  • A minimum of 2 years of experience working closely with technical teams in the execution of projects 


Preferred Qualifications: 

  • Project Management Professional (PMP) certification 

  • Excellent written and oral communication skills  

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory   

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
