Overview: 

We are seeking a Technical Training Manager who will serve as the line manager of the organization responsible for implementing a systematic approach to training through delivery of a diverse suite of compliance-related technical training programs.  This position leads the Office of Technical Training (OTT) in the Environment, Safety, Health and Quality (ESH&Q) Directorate at Oak Ridge National Laboratory (ORNL).  

 

Major Duties/Responsibilities: 

  • Serve as the organizational manager for the ORNL Office of Technical Training, including direct supervision and leadership of staff and management of associated subcontract resources.
  • Provide day-to-day management of the diverse suite of compliance-related technical training offerings at ORNL, ensuring delivery meets customer needs and courses comply with applicable requirements and Laboratory procedures. In this context, compliance-related technical training includes health & safety training as well as other technical training required by applicable requirements.
  • Working in partnership with key stakeholders, develop and implement a strategic vision of continuous improvement of the quality & delivery of ORNL technical training, focused on providing training solutions that promote more effective learning. Lead development of innovative training solutions based on industry best practices and learner feedback.
  • Provide stewardship of the ORNL Learning Management System (SuccessFactors Learning), ensuring certification records (record of completions, exam results, etc.) are properly documented & retained.
  • Conduct periodic effectiveness assessments & observations of courses and instructor delivery, including soliciting learner feedback and provide coaching to instructors in pursuit of continuous improvement.
  • Partner with other ORNL subject matter experts and customers in performing needs assessments of new/changing requirements, and development of new/changing training solutions to comply with these requirements.

 

Basic Qualifications:

  • A Bachelor’s degree in a technical or management field (e.g. science, engineering, or business management)
  • A minimum of 10 years of experience in leadership of an operational support function or organization (e.g. training, safety, quality assurance, etc.) including direct supervision of staff and/or subcontract resources.

 

Preferred Qualifications:

  • The successful candidate should have prior experience working with or leading technical training programs or functions in a research or industrial environment. This includes experience working with a learning management system and experience working with instructional designers in partnership with subject matter experts in the development of effective technical training solutions.
  • The successful candidate should be able to demonstrate prior leadership success of a work team or organization, including success in the creation, motivation, and management of a multi-organizational team in a highly collaborative environment.
  • The successful candidate should have a diverse experience in operations or operations support within a research or industrial environment, including progressing in jobs of increasing responsibility.
  • The successful candidate should have prior operating experience and leadership within the DOE Complex, optimally within a DOE National Laboratory, such as the Oak Ridge National Laboratory, or other DOE Contractor.
  • The successful candidate should have excellent oral and written communication skills.
  • The successful candidate should be able to demonstrate the preferred qualifications via a combination of resume content, professional references, and interview results.
  • The successful candidate should be a motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • The successful candidate should have the ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

 

Special Requirements:

Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
