US ITER Lead Cost Analyst

Overview: 

We are seeking a US ITER Lead Cost Analyst who will focus on all aspects of earned value reporting for the US ITER Project.  This position resides in the US ITER Project Controls group in the US ITER Project, Fusion and Fission Energy and Science Directorate at Oak Ridge National Laboratory (ORNL).  

 

As part of our team, you will provide leadership and support in all aspects of project management and controls to support successful planning, execution, monitoring and controlling, and closeout of the US ITER Project and associated subsystems.

 

Major Duties/Responsibilities: 

  • Responsible for all aspects of earned value reporting for the US ITER Project, including:
    • Utilizes Deltek Cobra, interfaced with Oracle Primavera, to develop data used for earned value reporting, trending, and forecasting 
    • Provide guidance and interface with the appropriate management, technical or support personnel to resolve issues.
    • Provides performance information in various formats to support planning, briefings, and presentations.
    • Performs monthly analysis and advises management of potential issues.
    • Support monthly metrics reviews and reporting to DOE.
  • Maintain cost baseline data.  Implement baseline changes as approved, ensuring historical information is retained.
  • Develop, implement, and/or maintain project management tools, systems, reports, and solutions, as needed or requested.
  • Provide innovative solutions to project controls issues including activities such as estimates to complete, earned value calculations, performance metrics, baseline maintenance and “what-if” schedule and cost profiling.
  • Support various project reviews, including Independent Cost Estimate/Reviews, Independent Project Reviews, Earned Value Surveillance Reviews, and peer reviews.
  • Conduct special studies (such as “what if” and risk exercises), assists with project estimating, schedules, reporting systems and data formats.
  • Maintain project management systems and processes consistent with applicable Federal Regulations governing DOE projects, specifically DOE Order 413.3, and ORNL policies.
  • Assist in developing and presenting training on project management systems, procedures, policies and standards, and assessment practices.
  • Foreign and domestic travel may be required for this role.

 

Basic Qualifications:

  • A BS/BA  in project or construction management, business, engineering  or a related discipline
  • A minimum of 10 years of experience in successfully performing project controls duties in an EVMS environment to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.

 

Preferred Qualifications:

  • Project Management Professional (PMP) or equivalent project management certification.
  • MS in Project Management of similar field.
  • Ten years of project experience working with DOE projects within the Office of Science portfolio.
  • Experience managing/working with Oracle Primavera and Deltek Cobra.
  • Excellent written and oral communication skills
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs

 

About Fusion and Fission Energy and Science Directorate:

The Fusion and Fission Energy and Science Directorate (FFESD) addresses compelling challenges in fission and fusion energy systems, enabling Oak Ridge National Laboratory to pursue national priorities in current and advanced nuclear research, development, and deployment.

 

FFESD traces its roots to the X-10 Graphite Reactor, the world’s first continuously operated nuclear reactor, and to early innovations in fusion research and engineering. The directorate’s unique facilities, capabilities, and talented scientists and engineers are currently tackling such challenges as extended operations of the current US nuclear reactor fleet; investigating economical and flexible advanced reactor systems; and making fusion energy a viable power source. The directorate also leads the Transformational Challenge Reactor program and the Material Plasma Exposure eXperiment (MPEX), a future world-leading capability that will produce the extreme plasma environments to test materials for use in fusion energy devices.
