US ITER Manufacturing Systems Manager

The US ITER Manufacturing Systems Manager is accountable to the US ITER Project Director to provide leadership to project and staff management functions of the US ITER Project, ensuring that the project’s technical scope, budget (greater than $1B) and schedule performance objectives are achieved in a safe and environmentally compliant manner. This role has direct responsibility for the design, manufacture, procurement, and delivery of US ITER hardware contributions to the international ITER facility in France. This person will closely work with the US ITER Engineering Systems Manager to ensure the design and delivery of hardware components and systems is achieved while maintaining project objectives related to cost and schedule. This person has the responsibility to exercise broad management judgment consistent with the US ITER Project Director’s direction and in coordination  with various project areas including quality, procurement, safety, and project controls.

 

The United States is a partner nation in ITER, an unprecedented international collaboration of scientists and engineers working to design, construct, and assemble a burning plasma experiment demonstrating the scientific and technological feasibility of fusion energy. A self-heated (burning) plasma is a crucial step in fusion energy development. US ITER is a DOE Office of Science project managed by Oak Ridge National Laboratory (ORNL) in Tennessee. Partner labs are Princeton Plasma Physics Laboratory (PPPL) and Savannah River National Laboratory (SRNL). ITER's other partners are the People's Republic of China, the European Union, India, Japan, the Republic of Korea, and the Russian Federation. Major Duties and Responsibilities: 

Direct and supervise the US ITER Team Leaders of the following systems: Central Solenoid Magnets, Port Integration, Tokamak Cooling Water System, Vacuum Auxiliary and Roughing Pumps Systems, and the Tokamak Exhaust Processing System. Activities span design, procurement, and delivery and acceptance of US ITER hardware. In addition, the Manufacturing Systems Manager will establish and nurture collaborative relationships, primarily with the Engineering Systems Manager but also with SMEs across Oak Ridge National Laboratory, partner labs, and the International ITER Organization to assure US ITER scope can be successfully delivered. Responsible for the delivery of approximately 50% of the hardware provided by US to IO (>$1B total), in compliance with DOE Order 413.3B.

 

The Manufacturing Systems Manager:

  • Ensures that project technical requirements are met and oversees procurement of assigned hardware, with timely delivery to the ITER site.
  • Completes assigned scope within cost and schedule in a safe manner.
  • Pro-actively identifies risks and manages effective risk mitigation plans. 
  • Oversees identification and mitigations for critical technical issues and risks, as informed by technical teams, which could impact project performance.
  • Works closely with the International Organization (IO) to ensure appropriate coordination, and advocates for realistic and consistent requirements for US hardware.
  • Leads and manages a team of approximately 40 staff; hires, trains and maintains a diverse and experienced staff to execute the work.
  • Maintains a strong commitment to the implementation and perpetuation of ORNL values and ethics. Ensures compliance with environment, safety, health and quality program requirements.
  • Approves requisitions and procurement awards per authorized limits of authority. Works with the Project Manager and Assistant Project Manager for recommendations of determination of PCR vs. variance for deviations.
  • Serves as a subject matter expert for US ITER systems, as appropriate.
  • Works closely with and directs Team Leads to ensures that corrective actions are implemented to resolve non-conforming conditions, ensures that preventative actions are implemented to prevent reoccurrence of non-conforming conditions, and works with the ES&H and Quality Assurance Manager to review quality trends and develops training and process enhancements to improve design, manufacturing, and delivery activities.
  • Works with other senior staff from US ITER on the management of vendors and their work for the US ITER project.
  • Compiles and assesses essential information and issues from monthly internal project status review meetings and present at senior management monthly meeting.

Basic Qualifications:

  • A master’s degree in science, engineering, or other related field (an equivalent combination of education and experience may be considered)
  • At least 15 years of relevant experience
  • At least 10 years of engineering management and/or technical project management experience
  • At least 5-8 years of demonstrated experience supervising highly skilled scientists, engineers, or project management professionals.
  • Experience with implementing Earned Value Management (EVM) methodology.
  • Available for domestic and international travel; ~1-3 trips per month.

 

Preferred Qualifications:

  • Proven, successful management of engineering teams within large, complex scientific/technical projects.
  • Experience with international projects and teams
  • Experience in large-scale science facility hardware and systems such as: vacuum technology, superconducting magnets, diagnostics, plasma fueling, materials and heating and cooling systems.
  • Experience with DOE O 413.3B projects
