The US ITER Project seeks a skilled Project Controls Manager to be responsible for the safe and successful execution of assigned project(s) for the US ITER Project. As part of the normal job functions, the US ITER Project Controls Manager is responsible for establishing, maintaining, and administering US ITER project control system from the conceptual stage through successful closeout to include maintaining baseline cost estimate and schedule. This senior staff member is the designated key contact person who must provide clear, effective, and professional communication, manage in accordance with contract terms, and coordinate the various project functional areas. US ITER is a $6.5 Billion, Department of Energy multi-laboratory project that executes the United States (US) contributions to the ITER Project in France lead by the ITER International Organization (IO). The US is a non-host partner in the world’s largest and unprecedented scientific partnership as part of a seven-member international collaboration which includes the partner Domestic Agencies (DA’s) China, European Union, India, Japan, Korea, and Russia to design and construct a fusion nuclear reactor aimed at establishing the scientific and technological feasibility of fusion energy and create a pathway toward a zero-carbon society. The US ITER project is hosted by Oak Ridge National Laboratory (ORNL) in Tennessee. Partner labs are Princeton Plasma Physics Laboratory (PPPL) and Savannah River National Laboratory (SRNL).


Job Duties and Responsibilities:

  • Provide direction and guidance in planning and executing high-level project(s).  This will include establishing project management policies, procedures, standards, and training that conform to DOE, ORNL and industry best practices.
  • Assist the Project Director/Project Manager in identifying and defining the project scope, as well as be responsible for managing the project WBS, schedule, cost estimates and actual costs, risk register and risk analyses, earned value reporting and baseline change control.
  • Support the Project Director/Project Manager with communicating and reporting project status and performance information to all DOE stakeholders, ORNL staff members and collaborators.
  • Anticipate, investigate and resolve project issues. This includes client complaint resolution, project health and safety issues, and project personnel administration.
  • Lead the project in preparing and executing various internal and external performance reviews.
  • Knowledge and experience with environmental laws and regulations, including contract specific requirements, local, state and federal laws.


Qualifications Required:

  • BS/BA in Project Management, Business, Engineering, or related field.
  • 10+ years of experience performing project management duties with technical engineering or scientific projects, including a demonstrated track record of successful projects.
  • 10+ years of project experience working with EVMS environment; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.


Qualifications Desired:

  • Project Management Professional (PMP) certification
  • MS in Project Management or similar field
  • Prior experience working with DOE/DOD projects
  • Experience with Oracle Primavera, Deltek Cobra, EVMS cost processors, and/or DOE PARS II reporting system
  • Possess a thorough understanding of the applicable DOE Orders and best practices
  • Experience with preparing for and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews
  • Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members.
