Overview:
The United States is a partner nation in ITER, an unprecedented international collaboration of scientists and engineers working to design, construct, and assemble a burning plasma experiment that can demonstrate the scientific and technological feasibility of fusion energy. A self-heated burning plasma is a crucial step in fusion energy development. US ITER is a DOE Office of Science project hosted by Oak Ridge National Laboratory (ORNL) in Tennessee. Partner labs are Princeton Plasma Physics Laboratory (PPPL) and Savannah River National Laboratory (SRNL). ITER's other partners are the People's Republic of China, the European Union, India, Japan, the Republic of Korea, and the Russian Federation. US ITER is seeking an experienced engineer with a background in the design, specification, and procurement of hardware typical to the scope being delivered by US ITER. This will include a broad spectrum of hardware ranging from state-of-the-art custom designed components to commercially available equipment. In this role you will have the opportunity to manage and provide oversight of design and/or manufacturing contracts of various sizes. You will also interface with vendors, engineering personnel within the US ITER project and personnel at the ITER headquarters in France. Your authority and approval levels include providing work direction to group members within guidelines established by US ITER Manufacturing Systems. You will also approve manufacturing plan milestones and intervention points as agreed by engineering and QA personnel. You will serve the role of Control Technical Project Officer (TPO).
Major Duties/Responsibilities:
- Work with Team Leads, engineers, QA, and procurement within US ITER Manufacuring Systems to develop technical specifications, statements of work and design packages detailing the requirements for engineered equipment
- As Technical Project Officer (TPO) you will be responsible for working with procurement to lead evaluation of proposals for vendor selection and contract award
- Manage design activities internal or external to the US ITER
- Manage fabrication contracts with industry for ITER components
- Participate in technical review of final design documents and drawings including Process Flow Diagrams, Process & Instrumentation Diagrams, Technical Specifications, analysis and calculations
- Schedule, assign and direct the daily activities of a cross functional team of engineers and designers within Manufacturing Systems, to include US ITER QA, Procurement, and Project Controls support, in supporting specific procurement contract activities
- Manage configuration control activities during design and fabrication phases
- Evaluate fabrication deviation requests and non-conformances from industrial suppliers
- Specify US ITER intervention points (hold points, witness points, customer inspections) during fabrication and participate/oversee these activities
- Foreign and domestic travel to fabricators, support subcontractors, and sponsor (IO) facilities is required

Basic Qualifications:
- A Bachelor’s Degree in Mechanical, Electrical or Manufacturing Engineering
- At least five (5) years of relevant Design and Manufacturing experience
- At least two (2) years of Project Management experience in managing subcontracts
Preferred Qualifications:
- Experience in high-vacuum technology and helium leak detection systems
- Basic understanding of metallurgy & material science
- Basic understanding of welding technology
- Basic understanding of machining methods
- Experience with reading and/or preparing mechanical designs and requirements documents
- Experience with GD&T and high-precision metrology methods, e.g. inspection reports and Coordinate Measurement Machines (CMMs)
- Experience with Quality Assurance / Quality Control in manufacturing/fabrication and inspection
- Experience with Quality Assurance / Quality Control in Welding, e.g. Welding Procedure Specifications (WPS) and Welding Personnel Qualification Records (WPQR)
- Experience implementing change control processes during fabrication
- Familiarity with U.S. codes and standards for design and construction
