US ITER Systems Engineering and Configuration Manager

Overview: 

US ITER is a $6.5 Billion, Department of Energy multi-laboratory project that executes the United States (US) contributions to the ITER Project in France lead by the ITER International Organization (IO). The US is a non-host partner in the world’s largest and unprecedented scientific partnership as part of a seven-member international collaboration which includes the partner Domestic Agencies (DA’s) China, European Union, India, Japan, Korea, and Russia to design and construct a fusion nuclear reactor aimed at establishing the scientific and technological feasibility of fusion energy and create a pathway toward a zero-carbon society. The US ITER project is hosted by Oak Ridge National Laboratory (ORNL) in Tennessee. Partner labs are Princeton Plasma Physics Laboratory (PPPL) and Savannah River National Laboratory (SRNL).

 

Duties/Responsibilities:

Systems Engineering/Configuration Management (SE)

  • Procedures, training and oversight for SE program, including Partner Laboratories
  • Requirements management
    • Assessment
    • Decomposition
    • Allocation
    • Tracking
  • Procurement Arrangement (PA) change control
    • US ITER central point of contact for coordination of changes (requirements, scope, cost and schedule) to the Agreements between US ITER and the ITER Organization
      • Project Change Requests
      • PA Change Notices
      • Multi-Party Amendments
  • Configuration Management (CM) program
    • Responsible for the US ITER CM program
      • Management of the US ITER Configuration Baseline
      • Design Change Request process
    • Ensuring IO design input documents are applicable, complete, correct, and current
  • Review document submittals/deliverables to the ITER Organization for adherence to applicable SE procedures
  • Support Design Readiness Review process to ensure US ITER is ready to proceed into an IO Design Review

 

Document Control

  • Oversight of US ITER Document Control Center (DCC) organization
    • Demonstrate best business practices for records management
    • Ensure document review and approval is commensurate with document type
    • Ensure consistency and compliance with customer requirements in the submittal of documents and drawings, including Partner Laboratories
    • Ensure documents are properly managed relative to Export Control requirements
  • Coordinate submittal of annual project level reports to the Department of Energy
  • Project level procedures and training for Document Control program, including Partner Laboratories
  • Oversee the implementation of new Document and Records Management Platform

 

US ITER Training

  • Oversight of the new US ITER Training Organization
    • Continued development of new training program
    • Migration to new training framework
    • Assignment of training based on roles
    • Development of web-based training modules
    • Implementation if Instructor Led training

 

This position will:

  • Work closely with US ITER senior management in establishing organizational goals and approaches to achieve the same
  • Work closely with US ITER, the Partner Laboratories and the ITER Organization
  • Ensure compliance of US ITER work with defined US and IO processes.
  • Manage US ITER Systems Engineer Program.
  • Mentor and develop US ITER systems engineers to include PPPL and SRNL.
  • Direct activities of Systems Engineering Working Group.
  • Coordinate activities of other US ITER systems engineers.
  • Interact with IO for all system engineering interfaces.
  • Manage and direct US ITER Training Program.
  • Lead representative for US ITER on Iter Organization Change Control Board. 
  • Work closely with the International Organization and six partner Domestic Agencies including China, European Union, India, Japan, Korea, and Russia to develop and sustain relations supportive of the ITER Organization strategic project milestones while ensuring US ITER objectives are achieved in timely manner.
  • Maintain a strong commitment to the implementation and perpetuation of institutional values, guiding principles, and ethics.

 

Basic Qualifications:

  • Senior Engineering manager with minimum BS in engineering discipline.
  • Minimum of 15 years of experience with engineering design, including conceptual, preliminary, detailed design and vendor surveillance or an equivalent combination of education and experience.
  • Must have significant systems engineering experience, preferably in field involving complex, highly integrated systems.
  • Must have experience in developing and managing systems engineering processes.
  • Must have at least 10 years of experience as manager of complex, developmental technology projects. 

 

Preferred Qualifications:

  • Extensive prior experience in design, fabrication, and procurement of complex technical hardware.
  • previous experience at a DOE laboratory.
  • Exceptional communication skills with the ability to adjust technical and project management content and style to deliver message effectively in multi-cultural international project to the six partner ITER members (China, European Union, India, Japan, Korea, and Russia) and the ITER International Organization in Cadarache, France.
  • Ability to manage complexity by assessing multiple and diverse sources of information to process issues with accuracy and efficiency.
  • Project management experience with DOE Office of Science and/or international scientific construction projects.
  • Ability to motivate/inspire team, proven ability to promote teamwork and collaboration as well as generate innovative solutions to ordinary and extraordinary challenges typically encountered on the ITER project.
  • Exceptional decision-making, time management and attention to details with ability to persist in the face of challenges to meet deadlines with high standards.

 

Work Direction and Interface:

  • Reports to the US ITER Project Manager and works with US ITER Project Leadership Team.
  • Interfaces with ITER IO, Domestic Agencies, and ORNL, PPPL, and SRNL staff.  

 

Authority/Approval Levels:

  • Manage US ITER Systems Engineering Staff, Document Control Center, and Training Department.

 

Measures of Effectiveness:

  • Systems Engineering Organizational effectiveness and Improvement.
  • Robust configuration management program across US ITER
  • Implementation and management of US ITER Document Management System and transition from current record management system to new system.
  • Consistent and rigorous document management practices applied in US ITER document submittals
  • Successful implementation of systems engineering processes and procedures across the organization
  • Strong working relationships with IO peers (working group participation, configuration control board, etc.)
  • Improved role-based Training Program that better enables employees to perform assigned work and have a broad perspective on the US ITER operating environment (utilizing wed based training, new employee orientation, instructor led training, etc.)
