The Oak Ridge National Laboratory (ORNL) seeks multiple early career Health and Safety (H&S) and/or Research Operations Professionals for Safety & Operations Services Division (SOSD) field support positions to meet expanding needs for safety support and operational excellence to accomplish the ORNL cutting-edge scientific research mission. These positions provide technical support and program implementation guidance under oversight of senior level staff as appropriate at the Center for Nanophase Materials Sciences (CNMS) and Spallation Neutron Source (SNS) user facilities. 


The positions will work as part of an integrated team that has responsibility for H&S oversight activities and facility management tasks associated with work control and facility operations in support of science and engineering activities. Additionally, positions will provide operational and project management support to CNMS and SNS staff to maintain compliance with all applicable Federal and State laws, DOE Orders, and ORNL policies and procedures regarding safety, environmental protection, space utilization, and procurement support. The individual positions are in the Environment, Safety, Health and Quality Directorate and will be matrixed to support the CNMS or SNS.

Major Duties/Responsibilities:

  • Support Division Work Control Point-of-Contact (POC) activities for research safety summaries (RSS). In so doing, assists in coordination of RSS reviews to ensure sufficient peer and SME review and to ensure all RSSs are approved and authorized within the proper timeframe.
  • Facilitate completion of the operational activities deemed necessary through the work control process or as requested by researchers to enable research objectives in a manner that ensures the safe and compliant execution of the research mission.
  • Support Facilities Operations Manager (FOM) for select facilities to ensure the facility is maintained within facility use agreement boundaries, facility work orders/statements of work are submitted to support research objectives, operated in accordance with approved lease agreements for leased facilities, space is efficiently and effectively used, access control is maintained, and emergency preparedness requirements are met.
  • Provide professional safety and industrial hygiene (IH) support to R&D, users and facility operations and maintenance, with appropriate senior professional oversight.
  • Build and sustain an environment that supports cooperation and cohesiveness between H&S, operations, research staff and users.
  • Evaluate R&D activities, facilities and operations tasks, or internal operating procedures and processes to identify hazards and provide recommendations for controls and verify adequacy of controls as work proceeds, with appropriate senior professional oversight.
  • Use comprehensive IH practices and equipment to conduct qualitative and quantitative exposure assessments of chemical and physical hazards.
  • Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.
  • Continually seek ways to increase operational efficiencies and improve safety culture in support of the research mission and champion initiatives to do so.


 Other responsibilities could include:

  • Serve in one or more and/or support the roles listed below, within a research environment to ensure workplace hazards have been identified and properly controlled, as well as to maintain compliance with applicable safety standards and requirements.
    • Qualified Health and Safety Professional (QHSP)
    • Division Laser Safety Officer (DLSO)
    • Pressure System Custodian
    • Technical Project Officer (TPO)
  • Facilitate or participate in event critiques, causal analyses, and corrective action plan development.
  • Assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process with the support of an interdisciplinary operations team.
  • Provide technical support in the application of regulatory requirements, procedures and standards that are applicable under 10 CFR 851.
  • Participate in assessments to verify compliance and program effectiveness
  • Review procurement and subcontract activities for safety, environmental and operational requirements.
  • Participate in the review and development of division or directorate level procedures and guidelines as needed.


Qualifications Required:

  • A Bachelor’s degree in a science or operational discipline or relevant technical field (e.g. health and safety, industrial hygiene, chemistry, engineering, operations, etc.) with a minimum of 2 years of relevant experience in occupational safety, engineering discipline, ES&H, project management or industrial hygiene activities is required. Equivalent education and experience will be considered.
  • Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis/exposure assessment activities.
  • Early career to basic experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable OSHA, local, state, and federal industrial hygiene and safety standards and regulations.


 Qualifications Preferred:

  • Experience working as a team player in an ever-changing, multi-discipline, multi-task and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors and operations staff.
  • Experience working in R&D user facility environment
  • Previous H&S experience within the DOE complex.
  • Technical knowledge of IH instrumentation including calibration, usage, limitations, and calculations/interpretations of results.
  • Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.
  • Experience with work control processes in a research and development environment and/or industrial environment.
  • Ability to work independently, under pressure, with strong problem-solving skills.
  • Ability to prioritize work and manage multiple projects simultaneously.
  • Strong organizational and time management skills and ability to meet inflexible deadlines on own initiative.
  • Professional certification such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), Certified Hazardous Material Manager (CHMM), or Professional Engineer (PE) is preferred.
  • Experience in lean manufacturing principals/techniques or project management is preferred.
  • Experience in the DOE system and ORNL systems such as the Research Hazard Analysis and Control System, Integrated Safety Management, SAMS, the Facility Service Center, and the Hazardous Material Management Information System. 
  • Ability to obtain and maintain a DOE Q Security Clearance.
